CASE CONSIDER OFFER TO PURCHASE DRAINAGE AND UTILITY EASEMENT FROM LOT 1, BLOCK 3 WHITE PINE ESTATES By: Steven Jankowski, City Engineer Background: The City recently completed Improvement Project #04-24 Which con'ected a drainage problem which had existed in the vicinity of 169th Avenue and Helium Street. In order to facilitate this project it was necessary to obtain a drainage and utility easement along the northerly property line of Lot 1, Block 3, White Pines Estates. The property owners of this parcel signed a Right of Entry a=m'eement to allow this project to prOceed while an appraisal of the value of the easement could be established. An appraisal has been prepared by Malcolm Watson of Watson Appraisal and Consulting Service. Mr. Watson has established the value of the easement at $5,200. Portions of the appraisal are attached to this case. Recommendation: In accordance with City policy for acquiring property, which have been patterned after state law for property takings for transportation projects, staff recommends that the City transmit a copy of the appraisal to the property owners for their review, advise them that they have the right to obtain a second appraisal and be reimbursed for this appraisal at an amount not to exceed $1,500, and to offer to purchase the easement for the appraised amount of $5,200.
