DISCUSSION REGARDING FILLING NEW POSITIONS

pc,

By: Givonna Reed, Human Resources Manager

Background

For several months the City Council has been discussing the 2005 budget and plans to
create additional positions. There appears to be consensus that the City Council will
approve the following new positions as part of the 2005 budget:

· Asst. Finance Officer (1 FTE),
Building Inspector (2 FTEs)
Patrol Officer (2 FTEs)
· Human Resources Tech (1 FTE)

· Comm. Service Officer (1 FTE)
· Fire Secretary (.5 FTE)
Public Works Maintenance
Worker (2 FTEs)

At a past work session, the City Council indicated that it would like to hire for certain
positions at beginning of 2005 and mid-year it would like to revisit the issue of whether
the budget could sustain the remaining positions. Staff is requesting Council direction
regarding which of the aboveqisted positions to fill during the first half of the year.

In the interest of staff time and the length of the past recruitments for Public Works
Maintenance Workers, the City Administrator is recommending that staffbe authorized
to fill both Public Works Maintenance positions from the same recruitment process rather
than conducting two separate recruitments throughout the year.

Please note that staff has already received authorization to begin recruitment for the
lq uman Resources Technician position and one of the two 2005 Patrol Officer positions
has already been filled. In addition, there are several incidental positions that are not
listed above, e.g., Engineering Interns and additional hours for the Environmental
Specialist. It is staffs intent that these incidental increases in personnel can be handled
as time permits.

Once the Council has determined which positions it would like to fill during the first half
of 2005, upon approval of the 2005 budget on December 14, 2004, staff will be
requesting authorization to begin the recruitment processes for these new positions
immediately. Because of the various projects that are currently underway, staff would
prioritize the positions and stagger the recruitment processes as necessary.

Staff Recommendation

Provide staff with guidance regarding which of the above-listed positions the Council
would like to see filled during the first half of 2005.
