DISCUSSION REGARDING FILLING NEW POSITIONS <br /> <br />pc, <br /> <br />By: Givonna Reed, Human Resources Manager <br /> <br />Background <br /> <br />For several months the City Council has been discussing the 2005 budget and plans to <br />create additional positions. There appears to be consensus that the City Council will <br />approve the following new positions as part of the 2005 budget: <br /> <br />· Asst. Finance Officer (1 FTE), <br /> Building Inspector (2 FTEs) <br /> Patrol Officer (2 FTEs) <br />· Human Resources Tech (1 FTE) <br /> <br />· Comm. Service Officer (1 FTE) <br />· Fire Secretary (.5 FTE) <br /> Public Works Maintenance <br /> Worker (2 FTEs) <br /> <br />At a past work session, the City Council indicated that it would like to hire for certain <br />positions at beginning of 2005 and mid-year it would like to revisit the issue of whether <br />the budget could sustain the remaining positions. Staff is requesting Council direction <br />regarding which of the aboveqisted positions to fill during the first half of the year. <br /> <br />In the interest of staff time and the length of the past recruitments for Public Works <br />Maintenance Workers, the City Administrator is recommending that staffbe authorized <br />to fill both Public Works Maintenance positions from the same recruitment process rather <br />than conducting two separate recruitments throughout the year. <br /> <br />Please note that staff has already received authorization to begin recruitment for the <br />lq uman Resources Technician position and one of the two 2005 Patrol Officer positions <br />has already been filled. In addition, there are several incidental positions that are not <br />listed above, e.g., Engineering Interns and additional hours for the Environmental <br />Specialist. It is staffs intent that these incidental increases in personnel can be handled <br />as time permits. <br /> <br />Once the Council has determined which positions it would like to fill during the first half <br />of 2005, upon approval of the 2005 budget on December 14, 2004, staff will be <br />requesting authorization to begin the recruitment processes for these new positions <br />immediately. Because of the various projects that are currently underway, staff would <br />prioritize the positions and stagger the recruitment processes as necessary. <br /> <br />Staff Recommendation <br /> <br />Provide staff with guidance regarding which of the above-listed positions the Council <br />would like to see filled during the first half of 2005. <br /> <br /> <br />
