Case

Consider Agency Agreement for Trunk Highway 10 Interchange Work and Consider
Authorization to send Request for Proposals to Interested Consultants
Brian E. Olson, Assistant Director of Public Works / Principal City Engineer
William Goodrich, City Attorney

Background:

The City of Ramsey has been successful in obtaining a grant from the Federal Highway Administration
(FHWA) to perform design services for the Highway 10 interchanges at Sunfish Lake, Ramsey and
Armstrong Boulevards. The agreement sets forth the rules to use the grant dollars ($188, 083.72) and it is
anticipated that the local match portion (-$47,000) will come from a combination of City, State and
County participation. There are two attached letters that we have attached to this case but have yet to
hear from the other agencies as to their formal commitment to this grant.

The attached Request for Proposals has been sent to the Anoka County Highway Department (ACHD)
for their review. We intend on having them part of the selection Committee to determine the most
responsible proposal.

Recommendation:

City Staff recommends that a motion be made authorizing the signing of the attached Agency Agreement
and authorizing Staff to send out the attached Request for Proposals.

Council Action:

Motion to authorizing the signing of the attached Agency Agreement and authorizing Staff to send out
the attached Request for Proposals.

Reviewed by:
City Administrator
Director of Public Works
City Attorney

CC: 11/23/04
