OW t hi lon: To work together ko respotibiy grow oar community, and to provide quality, cost -affective, and efckent government tet does. <br />CC Regular Session <br />Meeting Date: 10/10/2017 <br />Submitted For: Alec Henderson, Community Development <br />By: Alec Henderson, Community Development <br />Information <br />7. 1. <br />Title: <br />Consider Adopting Zoning Amendment Related to a Subdivision known as Lavern Estates (Project No. 17-137); <br />Case of Joshua Peterson <br />Purpose/Background: <br />This purpose of this case is to review the Zoning Ordinance for Lavern Estates, a Minor Plat. The Plat proposes to <br />subdivide one 36.17 acre lot into two (2) buildable lots; Lot 1 is 31.49 Acres and Lot 2 is 4.05 Acres. The submittal <br />consisted of one (1) sheet, prepared by Carlson McCain and dated October 3, 2016. The submittal also includes a <br />request for a Zoning Amendment and Comprehensive Plan Amendment to rezone the property from R-1 <br />Residential (MUSA) to R-1 Residential (Rural Developing) and to re -guide the land from Low Density Residential <br />to Rural Developing (Received July 6, 2017). <br />Note: The Resolution for Final Plat and Development agreement was approved on September 12, 2017. The <br />Zoning Ordinance was Introduced on September 12, 2017 and is now eligible for adoption. The development and <br />comprehensive plan amendment are currently being reviewed by adjacent and affected jurisdictions prior to Met <br />Council review. <br />Notification: <br />City Staff attempted to notify all property owners within 700 feet of the Subject Property of the request via U.S. <br />mail and published a notice of public hearing in the Anoka Union Herald, the City's official newspaper. <br />Observations/Alternatives: <br />This case is being reviewed per City Code Section 117-111 entitled R-1 Residential District and Chapter 117, <br />Article III entitled Subdivisions. The Minor Plat proposes creating an additional buildable lot with one proposed <br />home from the parcel at 7009 175th ave NW 55303. <br />Comprehensive Plan: <br />The Subject Property is currently guided as Low Density Residential by the Comprehensive Plan. The intent of the <br />LDR land use designation is to allow for the construction of single-family dwellings with access to municipal sewer <br />and water. The two (2) lot Sketch Plan proposes to use well and septic. This will require a Comprehensive Plan <br />Amendment to re -guide the Subject Property as Rural Developing to allow for well and septic. <br />Zoning: <br />The Subject Property is currently zoned as R-1 Residential (MUSA), which would allow a net density of up to three <br />(3) units per acre and a minimum lot size of 10,800 square feet. The proposed zoning for the Final Plat is R-1 <br />Residential (Rural Developing). This allows for the development of single family, detached dwellings with a <br />density of one (1) unit per 2.5 acres. As proposed the project would require a Zoning Amendment to rezone the <br />
