The applicant is proposing to remodel the warehouse to have a worship area as well as
pari.sh ofrices. It is the City's understanding that the applicafit is actively looking fbr N:operty in
Ramsey on which to construct a permanent facility. The E-1 Employment Zoning District does
not expressly permit churches or other places of worship. The E-1 Employment Zoning District
does allow for ofrices as a permitted use. The applicant has asked for at least a three-yem'
interim Use Permit to allow for the operation of a church in the E-1 Zoning District; City Code
states that an Interim Use Permit can be ~-anted up to a maximum of five years. It is staffs and
the Planning Colnmission's feeling that the City Council allow for the Interim Use Permit to be
granted for a total of five years. Allowing for the Interim Use Permit to be in effect for the full
five years will allow the applicant to have the needed flexibility in securing the property and
constructing a pem~anent facility.

Assistant Community Development Director Trudgeon stated staff has reviewed the use and
finds that it is compatible with the surrounding area. The majority of activity contemplated by
the applicant will occur on Sunday or during the evenings when most of the sun'ounding

P56

CiD' Council/October 26, 2004
