The group believes that pull-back of the buildings provides for some <br />visual relief while still engaging the pedestrian and the design works well for the <br />use of the building. <br /> <br />Parking: The preliminary site plan shows 42 public parking stalls and 28 stalls <br />tbr the Police Department and City vehicles tbr a total of 70 stalls. Under the <br />Town Center Zoning District regulations, a maximum total of 187 Stalls parking <br />spaces are required. The Town Center Zoning District and the Town Center <br />Development Guidelines strongly encourage shared parking scenarios and the <br />utilization or' parking ramps where possible. Fortunately, the City. parking ramp <br />will be adjacent to the Ramsey Municipal Center. The parking ramp will <br />accommodate parking space for approximately 800 vehicles. The remaining need <br />l:br parking spaces at the Ramsey Municipal Center will be accommodated at the <br />City parking ramp. [t should be noted that most City, employees will utilize the <br />parking ramp ~br daily parking. <br /> <br />At their Nov. 23. 2004 meeting, the TCTAC reviewed the site plan for compliance with <br />the Town Center Development Guidelines. The Ramsey Municipal Center meets or <br />exceeds the recommendations contained in certain .areas of the Development Guidelines. <br />However. Stat't` and the TCTAC recommend that the ibllowing items be addressed.' <br /> · The ~'a,cade of Sunwood Drive should be redesigned to become more engaging <br /> with the pedestrian through more architectural animation, more articulation, more <br /> depth, and the inclusion of some roof forms. As part of looking at revising the <br /> Sunwood Drive fa,cade, elements contained on the south side of the building <br /> should be considered for integration into the front [a~ade. In addition, increasing <br /> the amount of glazing along Sunwood Drive should also be considered. <br /> · The parking area in the northeast part of the site should be removed and replaced <br /> with an extension of the building and/or appropriate screening. <br /> · The waste disposal area should be removed from its present location or should be <br /> rotated inside. <br /> Aclditional design treamlent should be given to the eastern elevation (Sapphire St.) <br /> ~han is shown. <br /> · Screening with a mix of landscaping and decorative fencing is acceptable ibr the <br /> Police Department parking lot off of Sapphire St. <br /> · Further intbrmation should be provided about whether the windows will be tinted <br /> and ~he composition of exterior materials that will house the mechanical <br /> equipment located on the root'. <br /> <br />T'he submitted preliminary landscaping plan exceeds the required number of trees <br />~'ccluired to be planted, but is short on the number of required shrubs and coniI'erous <br />plantings. Stuff has also t'ecommended that additional species be included in the plan.
