• <br />BALANCED SCORECARD REPORT- FEBRUARY 2015 <br />Fiduciary Perspective <br />"If we succeed, how will we look to our property owners?" <br />• Maintain the City's AA+ rating (ongoing) <br />The City's bond rating of AA+ was reaffirmed in <br />November 2014. <br />• Maintain a stable tax levy rate <br />The City's tax capacity rate is proposed to be <br />reduced in 2015 to 42.18 %, from 44.24% in 2014. <br />• Economic Development Director to initiate economic <br />development efforts in 2013 (ongoing) <br />The City appointed a new Economic Development <br />Manager in September 2014, along with a Public <br />Information and Events Specialist, to improve <br />economic development efforts. <br />Internal Perspective <br />"To satisfy our customers, property owners, and mission, what business <br />processes must we excel at ?" <br />• Achieve 70 percent or higher satisfaction rating of <br />policy makers by providing timely, pertinent, <br />comprehensive information with options and <br />recommendations to policy- makers and staff by 2013 <br />(ongoing) <br />Based upon 2014 Council ratings of the chief <br />administrative officer, the following factors were rated <br />by the per cent that agree /strongly agree: <br />Leadership 85.71% <br />Mayor and Council Support 100.00% <br />Organizational Management 100.00% <br />• Monitor Development Review timeline (ongoing) <br />The City has closely monitored the development <br />review timelines and has conformed to statutory <br />requirements. Effort s to modify ordinance <br />restrictions and to streamline the process are <br />ongoing. <br />Customer /Stakeholder Perspective <br />"To achieve our vision, how must we look to our customers?" <br />• Achieve a 70 percent or higher rating amongst <br />residents' customer satisfaction for overall public <br />services and safety in the community (ongoing) <br />Based upon the 2014 Citizen Survey, the following <br />satisfaction ratings of excellent/good were reported: <br />Police 86% <br />Fire 83% <br />Customer Service Overall 79% <br />• Achieve 8 minutes, 36 seconds or better for <br />average police response time (ongoing) <br />Data is currently unavailable due to conversion of <br />County -wide communications system. <br />• Achieve 8 minutes, 39 seconds or better for <br />average fire response time (ongoing) <br />Data is currently unavailable due to conversion of <br />County -wide communications system. <br />• Achieve the ISO rating of 5 in serviced areas <br />(ongoing) <br />100% of properties within the City's services area <br />have at least an ISO rating of 5 <br />• Achieve city's ratings of 6.5 average of road <br />conditions (ongoing) <br />The road reconstruction and maintenance program <br />was developed in 2014 and will be implemented <br />starting in 2015 to address below standard streets. <br />Currently 75% of City streets are rated 7.0 or <br />above.. <br />• Achieve a 70 percent or higher rating for business <br />customer satisfaction with Economic Development <br />and Police Business Services (ongoing) <br />Based upon the 2013 Police Business Survey <br />91.1% of respondents were satisfied with the Police <br />response to calls for service. Economic <br />development data collection is limited and needs to <br />be expanded to a broader -based survey. <br />Learning and Growth Perspective <br />"To achieve our vision, how must our people learn, communicate, and <br />work together?" <br />• Achieve 100 percent of revised job descriptions, <br />development plans, and develop a performance <br />rating strategy for employees by December 2013 <br />All job descriptions have been revised and <br />development plans have been completed, utilizing <br />the Strategic Plan and core values as base <br />documents for performance measures. <br />• Achieve a 70 percent or higher rating among <br />employees' satisfaction with Leadership Team <br />(ongoing) <br />Based upon 2014 Employee Survey, the following <br />factors were rated by the per cent that <br />agree /strongly agree: <br />Helpful work environment 76.56% <br />Ramsey is a good place to work 85.25% <br />Recommend Ramsey as workplace 90.16% <br />Clear /consistent communications 65.00% <br />
