9. That the Permittee has proposed to construct a detached accessory building (the <br />"Building") in a location that would meet or exceed the required setbacks for the R-1 <br />Residential (Rural Developing) zoning district but would be nearer the front property <br />boundary than the home. <br />10. That locating the Building in the rear yard would require access from the private <br />driveway that provides access through the street, drainage and utility easement over the <br />Subject Property to the home on the parcel to the west. <br />11. That the proposed Building would be 1,500 square feet in size, would have an exterior <br />finish that matches the home, and would include soffit, fascia, and eave overhangs to <br />match the home as well. <br />12. That the proposed Building would comply with all other applicable standards for <br />detached accessory buildings. <br />13. The Applicant has stated that the Building would be used as a garage and personal <br />workshop. <br />14. The proposed structure will have an exterior finish of steel lap siding and aluminum <br />soffit and fascia of colors to match the home. <br />15. That the Subject Property is at the end of a cul-de-sac with a wooded front yard that <br />would provide some screening of the Building from the public road and adjacent <br />property. <br />FINDINGS OF FACT <br />1. That the proposed use will not adversely impact traffic in the area. <br />2. That the proposed use will not substantially or adversely impair the use, enjoyment or <br />market value of surrounding properties. <br />3. That the proposed use will not be constructed so as to be harmonious and appropriate <br />in appearance with the existing or intended character of the general vicinity and such <br />use will not change the essential character of the area. <br />4. That the proposed use will not create additional requirements at public cost for public <br />facilities and services. <br />5. That the proposed use will not be detrimental to the economic welfare of the <br />community. <br />6.
