Enforce a maximum overall density of 1 unit per 2.5 acres in <br />the Rural Developing area. <br />2. Encourage preservation of open space and natural resources <br />beyond what is required by ordinance or other legal means <br />through the PUD process. <br />3. Develop, implement and enforce a septic system inspection <br />program and wellhead protection program for existing and <br />future private septic systems and wells consistent with <br />Minnesota Rules Chapter 7080. <br />4. Encourage environmentally sensitive and open space design <br />and construction techniques that preserve natural resources <br />within private control (i.e. other than public land <br />dedication).' <br />5. Provide for the extension of urban services only when <br />groundwater contamination (due to failing septic systems or <br />other reasons) has the potential to pose a threat to human <br />health and the provisions and process outlined in the City <br />Charter have been followed. <br />6. Encourage private well users to periodically test the drinking <br />water supply from private wells in order to prevent serious <br />health hazards from occurring due to groundwater <br />contamination. <br />Rural Performance Criteria <br />Residential development projects in the Rural Developing area <br />shall be evaluated based on the following criteria: <br />1.
