City of Ramsey 2030 Comprehensive Plan <br />Chapter 5: Land Use <br />11. Require and enforce high design and maintenance standards <br />for all residential development. <br />12. Require the maintenance of existing and future housing <br />through enforcement of the housing maintenance code. <br />13. Facilitate and promote housing rehab and renovation <br />programs through partnerships with HUD, Fannie Mae, local <br />banks, MHFA, Metro Council, ACCAP, Anoka County <br />HRA and other non-profit or private organizations. <br />14. Promote and market first time homebuyer programs such as <br />the Minnesota Cities Participation Program through MHFA. <br />15. Ensure projects are consistent with the goals and policies of <br />the Mississippi River Critical Area Plan (MNRRA) and are <br />sensitive to the Rivers natural environment. <br />16. Ensure open space that is part of a residential development is <br />preserved as permanent open space through such means as <br />permanent conservation easements, land trusts, deed <br />restrictions or other legal means to permanently preserve <br />open space. <br />The following table summarizes maximum density allowances <br />for the various residential districts. <br />Table 5-3 Density Table <br />Land Use Category Average Density <br />Rural Developing 1 unit per 2.5 acres gross <br />Low Density Residential 4 units per net acre <br />Medium Density Residential 7 units per net acre <br />High Density 15 units per net acre <br />d) Commercial <br />Commercially guided land uses are generally located along Highways 10 <br />and 47. Highway 10 is of critical importance in developing a strong <br />community image. Future commercial development and redevelopment <br />should focus on key nodes along the corridor (rather than span an entire <br />corridor) and serve the travelers along the corridor as well as adjacent <br />neighborhood residents. (See chapter VI for a further discussion on a <br />Highway 10 corridor study). The commercial development along <br />Highway 47 is more of a commercial node pattern. This land use plan <br />supports existing commercial nodes that serve neighborhoods and <br />commuters particularly at the intersections of County Road 116 and <br />Alpine Drive. <br />Cite of Ramsey 2030 Comprehensive Plan Page 5-25 <br />
