CASE 1 · Review Five ',"ear F:apital Improvernent Plan for Parks. <br /> <br />The Five Year Capital Irnprovement Plan for park improvements was adopted with the following changes' <br /> <br />CASE 2: <br /> <br />a. Trail acquisition- not specified f~'ail <br />b. Oeneral Park Improvements - increased to :~l 0,000 per year <br /> <br />Review prop~nsed trail corridors. <br /> <br />Merland Otto presented possible future trail corridors. Commissioner Shumway would tike the horse trail <br />to go around Northfork on both sides. Merland Otto indicated they need to follow easements and the city is <br />not prepared to buy land for the trails. Park Commission requested the council to ask Merland Otto to <br />draw additional trail routes, working with the Planning and Zoning Commission in implement them. Motion <br />by Commission Shumway, seconded by Commissioner Prall, to recommend the City Council au~J%ri--'e <br />Flerland Otto to take a look at specific trail routing and easernents. <br /> <br />CASE ~: Review proposed subdivision for park dedication requirements; case of Mr. Art Raudio. <br /> <br />Motion by Cornrnissioner Hetland, seconded by Commissioner Johnson to recommend that the City Council <br />require a fee to satisfy the City's park dedication requriements. <br /> <br />CASE 4: Discussion reqardinq 1.988 LAWCON application for development of River's Bend Park. <br /> <br />Merland Otto presented several possible plans and explained them. He spoke .to the DNR and there is a <br />problem with how close they can be to the high water mark. They must be 75 feet from the ordinary high <br />water level, and this would take part of the parking lot and shelter. A variance may be possible. The <br />structure is not included in the grant application. <br /> <br />Chairman Lichter left the meeting at 8:40 p.m. Commissioner Hetland took over as acting Chairman. <br /> <br />CASE 5: Update on park improvement projects at Central Park and Autumn Heiqhts Park. <br /> <br />The residents near Autumn Park want trees, tables, fire pit, recreational ball fields and the neighborhood <br />association is willing to provide the labor. Fundraisers are a possibility for money and they :.:ould like it <br />usable by spring. Topsoil would also be needed. They would like the support of the park commission and <br />the maintenance department. Motion by Commission Shumway, seconded by Commissioner Johnson, to <br />table any action until the Park Commission is approached by the residents. Motion carried. <br /> <br />CASE 6: Discussion reqardinq plaque thankinq contributors participatinq in development of Central Park. <br /> <br />Acting Chairman Hetland indicated this ii was premature to discuss this. Motion by Commissioner <br />Hetland, seconded by Commissioner Johnson, to table discussion until the park is oornpleted and they have <br />names of all contributors. Motion carried. <br /> <br />Motion bg Commissioner Prall, seconded by Commissioner Lokker, to send a letter to those who have <br />contributed and get a list of names. Plotion carried. <br /> <br />INFORr'd ATION ITEMS <br /> <br />Commissioner Prall would like discussion of a curfew for Central Park placed on the next agenda, and <br />possibly have representatives from the Police Department attend. <br /> <br /> <br />
