Bufferinq/Trai! Width

We have recommended trail width standards cf 35' in the urban area
whenever feasible and 75' wide in the rural area. In the past
there has been some concern regarding these requirements. The
purpose of these widths are to achieve the objectives in "3"
outlined above. Attached are photographs illustrating the
effectiveness of buffering and screening through residential
neighborhoods. The current park ordinance allows credit for park
dedication purposes if these standards are met. The ordinance does
not recognize park dedication for simply widening street rights-
of-way by a marginal amount and, in effect, providing space for a
sidewalk.

Future Trail Development

Also enclosed is a listing of trail miles (page 2, "Why Have a
Trail System") as currently illustrated on the Trail System Plan.
Development of this system is estimated at over $1,000,000. It is
timely to review this system in our effort to update the parks plan
and to discuss possible ways of implementing a trail system.

Also enclosed is a draft ordinance addressing sidewalks and
trailways which ordinance provides for certain specified walkways,
sets standards, and provides financing methods. Developers when
required to construct trails must construct them to City standards.
Thus, we need to establish those standards. It is important to
distinguish, however, between sidewalks and trails and to determine
what the City would require of a developer or of itself.

For your information, the following items are enclosed:

B.
C.
D.

Excerpts from trails map.
Trail photographs.
Draft sidewalk and trail ordinance.
Trail map.

Council/Commission Action:

Will be based on your discussion.

Review Checklist:

city Administrator X
City Attorney
City Engineer X
Community Development Dir.
