DISCUSSION by: Case OF 1992°AND 1993 CAPITAL IMPROVEMENTS Mark Boos, Parks/Utilities Coordinator #3 Backgrbund: Most everyone is painfully aware thatthese are not boom times for local governments. Last week G~ver~or Carlson proposed a 3.5% further reduction in local government aid for 1992..'Slinc.~, recreation programs traditionally are the first to feel the tough times, the purpose ~f t~is case is to discuss the status of the Capital Improvements Program. As a restalt .of the Governor's proposal and other factors, City Administrator Schroeder has suggesr~l that only mandatory Staff training occur and that everyone take a critical look at our respective budgets. The 1992 C.I.P program was approved to be funded by the expendable Parks ImproVe~net~ts Trust Fund. While this is different than the City's General Fund, previous!y approved expenditures will still receive scrutiny. Ramsey'~ COmmunity Picnic, sponsored by the Lions Club, will be held on June 13, 1992 at Cenn'al P~k. By far the largest park improvement planned for 1992 is the paving of Central. ~arlc~ parking lot. If the City is to complete the paving project in 1992 it would be a benefit ~to l~ave it completed prior to the Community Picnic. With the~e i~ms in mind, it may be beneficial for the Commission to: · Iavit~ the City Administrator and Finance Officer to a regular Commission meeting to provide both short term and a futuristic forecast of park program funding. · Seek.Budget Committee approval to proceed with 1992 C, apital Improvements and p~ssi~ble completion of the paving of Central Park s prior to the Ramsey C.X~rn~unity Picnic by the community picnic on June 13, 1992/ CommiSsion Action: Based on!yo~ discussion.
