CASE #1 <br /> <br />SUMMARY OF DETAILS PERTAINING TO THE PARK DEDICATION <br />FOR RAMSEY MEADOWS AND FLEISCHER'S 2ND ADDITION <br /> By: Mark Boos, Parks/Utilities Coordinator <br /> <br />Background: <br /> <br />The April 9' 1992 Park and Recreation Commission meeting, in part, consisted of determining <br />park dedication for Ramsey Meadows and Fleischer's 2nd Addition. The two subdivisions are <br />connected and park dedication recommendations for each were treated as a single issue because of <br />their proximity and the assumption that both would be developed at the same time. <br /> <br />Observations: <br /> <br />The following observations or positions were formulated by consensus of the Commissioners <br />while viewing both subdivisions: <br /> <br />The total of approximately 120 lots would create a need for a neighborhood park suitable <br />for a softball field (2+ acres, more or less square). <br /> <br />While'the Ramsey Elementary School is near the subdivisions and has suitable recreational <br />facilities and space, the Commission has evidenced first hand the unwillingness of parents <br />(and p. erhaps for good reason) to allow their children to cross major thoroughfares <br />unattended. <br /> <br />A n?,i§hborhood play field may require a minimum amount of off-street parking (i.e., <br />hand,nap parking). <br /> <br />Recreational access (non-motorized vehicle trail) could be provided to the church property <br />to facilitate either access to future recreational activities there or to reduce traffic, pollution, <br />etc. This;would benefit the residents, some of which would have to drive out of the <br />subdivision, then south on County Road #5 and then to the church as opposed to a short <br />peaceful walk or bicycle ride. <br /> <br />Mr. Jack Monkveld, representing Fleischer~s and also possibly Ramsey Meadows, is considering <br />an alternative park siting, this being the extreme southeast comer of Fleischer's Addition. While <br />not big enoug~h for a softball field, it has the eventual possibility of expansion to the east if that <br />parcel is developed. Mr. Menkveld stated at the April 9, 1992 meeting that the property owner <br />immediately east Of said corner did not seem eager to develop or sell. <br /> <br />At the culmination of the regular meeting in April, the hope was that the softball field situation <br />would be solved by the church providing a few acres in the northwest corner of their parcel, <br />Ramsey Meadows and Fleischer's Addition providing the dollars beyond minimum park dedication <br />to develop the ~ield and the City assuming all maintenance and liability. <br /> <br />The church's master development plan calls for an education wing and parking in this northwest <br />corner. After rdiscussing it, the church members and Pastor Blair Anderson agreed the proposal <br />had merit but thot!ght it prudent not to commit these acres for that purpose. They did, however, <br />tentatively offer that comer as a temporary softball field, two to five years maximum at this time. <br /> <br />If the undeveloped area to the east of Fleischer's referred to earlier was to be developed as urban <br />single family or urban multi-family homes, then the park dedication for this parcel could be situated <br /> <br /> <br />
