subdivision consists of I28 urban single family homes on the property west of River's Bend and <br />north of 149th Avenue N.W. Both parcels are east of State Highway ~o47. Mr. Boos stated that <br />neighborhood park needs will be adequately met by existing park areas in the district (Woodland <br />Green Park, Bear Park and River's Bend Park) if an adequate off-roadway avenue is available to <br />reach the destinations. This off-roadway avenue would provide alternate transportation needs <br />along State Highway #47 and would be a major trail to move people to lower density areas. <br /> <br />Mr. Raatikka produced overheads illustrating the proposed trail corridor adjacent to State Highway <br />6{47 from north to south in Amber Ridge, within the north side of the 149th Lane N.W. right-of- <br />way from State Highway #47 to Waco Street N.W., a trail from the southwest corner of Amber <br />Ridge to 148th Avenue N.W., then easterly to the plat boundary, then north to t49th Lane N.W. <br />(through back yards of homes on Yakima), then east to either Waco Street N.W. or the center of <br />the preceding block, then north and east to Juniper Woods. A proposed berm above the trail <br />surface would extend from the southern plat boundary to 149th Lane N.W. and separate State <br />Highway g47 from the trail. The berm would have a continual planting of trees and seedlings. <br />Mr. Raatikka indicated the cedars might be replanted on the berm. <br /> <br />Parks/Utilities Coordinator Boos recommended preserving a trail corridor from 149th Lane N.W. <br />north to the plat boundary. He added a'berm is not feasible in this area because of wetlands, but <br />plantings there are very prudent. <br /> <br />Discussion ensued regarding the slope of the trail, height of berm, maintenance, plantings, future <br />corridors and tie-ins, controlled intersections, safety, and right-of ways. Parks/Utilities <br />Coordinator Boos stated a berm of 7' in height adjacent to State Highway #47 from north to south <br />in Amber Ridge would lessen noise impact and provide more wind protection than a lower berm. <br />Mr. Boos also indicated that the 90 degree comer on the northern plat boundary may need to be <br />adjusted. <br /> <br />Parks/utilities Coordinator Boos explained the wetland at the southwest end of the corridor trail <br />adjacent to State Highway g47 might eventually be crossed with a floating walkway or bridge. An <br />estimate for a 30' bridge would cost less than $10,000. Currently, the City does not have access <br />to the property. <br /> <br />Mr. Raafikka indicated that it is the developer's intent to try to save as many trees in the <br />subdivision as possible. <br /> <br />Motion by Commissioner Swokowski and seconded by Commissioner Gooldn to recommend the <br />the City Council adopt park dedication as follows: <br /> <br />1) <br /> <br />All larger stature trees should be accommodated and protected in the development of Amber <br />Ridge. All moveable trees of value that are in the path of destruction should be relocated <br />for trail screening and delineation. <br /> <br />2) <br /> <br />Preserve a trail corridor adjacent to State Highway #47 from north to south in Amber <br />Ridge. <br /> <br />3) <br /> <br />Develop a bituminous sidewalk within the north side of the 149th Lane N.W. right-of-way <br />from State Highway g-47 to Waco Street N.W. without the additional 10' purchased by the <br />City leaving 2' between the trail and homeowners property. The monies gained by this <br />deletion will be used to build approximately one quarter mile of trail possibly from Amber <br />Ridge to 153rd Avenue N.W. <br /> <br />4) <br /> <br />Develop a hard-surface trail from the southwest corner of Amber Ridge to 148th Avenue <br />N.W., then easterly to the plat boundary, then north to 149th Lane N.W., then east to the <br /> <br />Park and Recreation Commission/February 10, 1993 <br /> Page 2 of 3 <br /> <br />' I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> <br />
