CASE #1

PELTZER PARK PLAYGROUND DEVELOPMENT PROCESS
(PRESENTATION BY ST. CROIX RECREATION)
By: Mark Boos, Parks/Utilities Supervisor

Background:

As the Park and Recreation Commission is aware, the 1998 Capital Improvement Program
designates $35,000 from the Park Improvement Trust Fund for Peltzer Park. These
improvements are intended to provide recreation for the residents of Regency Pond as well as the
existing neighborhoods. The majority of the money will be required for the playground itself.

Currently the park has an overhead ladder, climber, swing, slide, spring rider, and a wood
structure with tire swing and slide. The wood structure is approximately 12 years old and it and
the spring rider may be the only existing components that meets the Consumer Product Safety
Commission guidelines for playground safety. The other metal items were salvaged from a
playground in the cities about 20 years ago.

As you will recall, each of playground equipment purchases since 1992 have been
accommodated by a Request for Proposal (RFP) process. It is expected Peltzer Park's
playground will be done the same way. All of the recent playground equipment has been metal
posts and decking versus wood posts and decking. Because the existing tire swing could remain
and be incorporated in Peltzer Park, an evaluation of the merits of wood playground equipment
should be conducted as the RFP will need to specify which posts and decking are acceptable.

Staff has invited St. Croix Recreation, who handles both types of products, to present the pros
and cons of each to assist in our RFP process. Mike Basich of St. Croix Recreation is a
nationally certified playground safety inspector and will be present at the meeting.

Commission Action:

Based upon discussion.

Reviewed by:

Parks/Utilities Supervisor

P&R: 010898

Copies also distributed to:

Acting City Administrator
Fire Chief
Finance Officer

/jmt Peltzer.doc
