CASE #2

PARKS FIVE-YEAR CAPITAL IMPROVEMENTS PLAN (CIP)
By: Mark Riverblood, Parks/Utilities Supervisor

Background:

For many years, ithe Park and Recreation Commission began the Capital Improvement Progam
(CIP) process by examination of the current five-year plan, and then performed modifications'
throughout the intervening months.

After the Commission formulated a draft plan, a public hearing was held for final considerations
before forwarding the request to City Council's Finance Committee.

Observations:

In recent years, the process for all city capital 'improvements has been refined and the projects
are now usually reviewed by City Council as one package. For this reason, staff will be working
more closely with the CIP earlier in the year - and at the same time as any other capital
improvement. Another minor change is that a Public Hearing unique to the Parks C~P will not be
scheduled.

There is no action required at this time.

Commission Action:

Based upon discussion.

Reviewed by:
Parks/Utilities Sttpervisor

Copies also distributed to:
Director Of Public Works/Fire Chief
Assistant Public Works Director/Principal City Engineer

P&R: 10/09/03
