CONDITIONAL USE PERMIT REQUEST <br />ALUMINUM RECYCLING, INC. <br /> By: Merland Otto <br /> <br />CASE <br /> <br />Background: <br /> <br />Mr. Glenn Rychner has applied for a conditional use permit to develop and operate an <br />aluminum processing plant. The site location is Lot 2, Block 1 of Gateway North <br />Industrial Park Plat 1 on approximately 2.58 acres. The property is zoned B/W <br />Business/Warehouse use. <br /> <br />The operation plan states that the facility would receive and process aluminum and <br />other non-hazardous metals (brass, copper, stainless steel and other non-hazardous <br />metals). Aluminum and other non-hazardous metals would be processed on site with <br />a melt operation separating aluminum and producing ingots. <br /> <br />The aluminUm processing operation would include the disassembly of vehicle engines <br />and transmissions on-site which will require a hazardous waste generator license. <br />Two melt furnaces are proposed to be operated which would be located within a <br />separate structure proposed to be constructed. <br /> <br />The melt operation is planned to operate 24 hours a day, seven days a week while the <br />metal receiving operation would operate between 7:00 a.m. and 6:00 p.m., Monday <br />through Saturday. <br /> <br />The Applicant is requesting a permit to develop the site "for an aluminum processing <br />plant". The draft CUP limits acceptance of metals at the site to those which are used <br />as feedstock for the processing operation and those metals incidental to the <br />processing operation. The Applicant states that "the principle metal received <br />(approximately 90%) would be aluminum of which the majority (approximately 90% <br />or more) would be processed by melting. <br /> <br />A central point of discussion in the Applicant's previous proposal was whether the <br />drop off/recycling operation accepts "waste" or whether recyclable materials in an <br />unprocessed state are not waste. It is the Staff's opinion that recyclable materials are <br />waste unless the material is being processed with a resulting new end product being <br />produced on the site. This proposal differs in that the Applicant is applying only for <br />a permit for "an aluminum processing plant", and as such Ordinance 90-5 would not <br />apply. The Applicant met with staff on 3/15/91 and stated that he would not offer <br />redemption/collection services to the public for scrap or waste metals. <br /> <br /> <br />
