CASE <br /> <br /> REQUEST FOR A CONDITIONAL USE PERMIT TO CONSTRUCT AND <br />MAINTAIN A CHURCH ON B-1 BUSINESS PROPERTY; CASE OF LORD OF <br /> LIFE CHURCH <br /> By: Zoning Administrator Sylvia FroIik <br /> <br />Background: <br /> <br />Lord of Life Church is proposing to build their new church facility on the east side of Nowthen <br />Blvd. N.W., approximately 3/4 mile south of of Ramsey Municipal Center. The property is zoned <br />B-1 Business for which churches are not a permitted use. Lord of Life applied for a conditional <br />use permit and the notice of public hearing for April 2 was published. In the meantime, <br />Commissioner Deemer noted that there is R-3 Urban property in the area of Lord of Life's new site <br />and churches are a permitted use on R-3 property. If Lord of Life's new facility were developed <br />under a rezoning of the parcel versus a conditional use permit, it would alleviate the need for the <br />church to come before the City for an amended conditional use permit, in addition to site plan <br />review, every time they proposed a change in the site. I forwarded this information to Pastor Blair <br />Anderson at Lord of Life and he has requested amending his request for a conditional use permit to <br />a rezoning of the property to R-3 Urban. Unfortunately, the request for a conditional use permit <br />had akeady been advertised and we must follow through with that public hearing. At the hearing, <br />the City may announce that the request has been amended to a rezoning and that public hearing will <br />be held by the Planning and Zoning Commission at its regular meeting in May. <br /> <br />Review Checklist: <br />P&Z: 4/2/91 <br /> <br />Zoning Administrator <br /> <br /> <br />
