CASE # 1 <br /> <br />REQUEST FOR AN AMENDED CONDITIONAL USE PERMIT; CASE OF <br />DANNY'S ALUMINUM PROCESSING, INC. (DAN KARST) <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Mr. Dan Karst is requesting an amended conditional use permit that would not prohibit the <br />disassembly of engines and transmissions at his aluminum processing facility at 14050 Basalt <br />Street. N.W. To accommodate this additional activity at his site, Mr. Karst has submitted a site <br />plan for a building expansion. The building expansion will provide the space to disassemble <br />engines indoors and the equipment to do so in accordance with State laws relating to collection of <br />oil and use of solvents. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br /> <br />Site location map <br />Written proposal for an amended conditional use permit dated March, 1991. <br />Site plan for proposed expansion <br />Floor plan for proposed expansion <br />Proposed Findings of Fact <br />Proposed Conditional Use Permit <br />Proposed Indemnification Agreement <br /> <br />Observations: <br /> <br />On April 25, 1989, the City of Ramsey issued a conditional use permit to Mr. Dan Karst of <br />Danny's Aluminum Processing, Inc. for an aluminum processing facility at 14050 Basalt Street <br />N.W. (Lot 1, Block 4, Gateway North Industrial Park Plat 4/2). The permit did not allow the <br />disassembly of engines and transmissions at the site as there were no provisions to accommodate <br />this activity within the building. <br /> <br />On November 13, 1990, the City of Ramsey issued an amended conditional use permit to Mr. Dan <br />Karst of Danny's Aluminum Processing, Inc. to allow an expansion of the operation capacity by <br />permitting the installation of a second melt furnace. Again, the permit prohibited the disassembly <br />of engines and transmissions on the site. <br /> <br />On March 25, 1991, Mr. Karst applied for an amended conditional use permit and submitted a site <br />plan for a building expansion to provide the space and equipment to properly disassemble engines <br />and transmission within the building. The disassembly of engines and transmissions will include <br />the collection of approximately 2,000 gallons of waste oil per year and the use of parts cleaning <br />solvents defined as hazardous. According to MPCA Rules and the Anoka County Hazardous <br />Waste Management Ordinance, the collection of waste oil to be recycled does not require any <br />permits but does require a management plan subject to Anoka County's approval. Mr. Karst has <br />submitted his waste oil management plan to Anoka County for approval. The use of solvents does <br />require a Hazardous Waste Generators License from Anoka County, which Mr. Karst has also <br />applied for. <br /> <br /> <br />
