CASE <br /> <br />REVIEW PROPOSED FINAL PLAT FOR HUNTERS RIDGE P.U.D. <br /> (aka CARR ADDITION); CASE OF IRV CARR <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />As you may recall, on December 19, 1989, the City of Ramsey granted preliminary plat approval <br />to Hunters Ridge (aka Carr Addition) with certain contingencies. One of the contingencies <br />required the developer to provide an access to County Road #83 from the plat and that the <br />proposed final plat be brought to the Planning and Zoning Commission for review. In providing <br />an outlet to County Road #83, it was necessary for the developer to modify the plat street <br />configurations somewhat from what was approved in the preliminary plat. The street <br />modifications also resulted in increasing the number of lots from 72 to 75, thus reducing the <br />density from one unit per 3.41 acres to one unit per 3.27 acres. <br /> <br />Also, at the time the plat received preliminary approval it was thought that because it contained <br />more than 50 lots it would be subject to an EAW. There is a letter on file dated February 16, 1990 <br />from Gregg Downing, Environmental Review Coordinator at EQB, which states that the EAW <br />threshold in unsewered areas is 100 units. Therefore, an EAW is not required for Hunters Ridge. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Preliminary plat approved on 12/19/89 <br />Proposed final plat <br />City Engineer's review letter dated May 2, 1991 <br /> <br />Observations: <br /> <br />On October 12, 1989, the City of Ramsey received an application and plat from Irv Carr for Carr <br />Addition. <br /> <br />On October 12, 1989, the Ramsey Park and Recreation Commission accepted land to satisfy the <br />park dedication requirement. <br /> <br />On November 6, 1989, the Ramsey Planning and Zoning Commission conducted the public <br />heating for Carr P.U.D., and tabled the case until their special meeting scheduled November 21, <br />1989. <br /> <br />On November 9, 1989, the Ramsey Park and Recreation Commission recommended acceptance of <br />20.3 acres of land and the remainder in cash to satisfy the park dedication requirements. <br /> <br />On November 21, 1989, the Ramsey Planning and Zoning Commission adjoumed their meeting <br />prior to addressing this case. <br /> <br />On November 28, 1989, due to lack of a quorum, the Ramsey Planning and Zoning Commission <br />meeting was not called to order. <br /> <br />On December 4, 1989, the Ramsey Planning and Zoning Commission recommended that City <br />Council approve the preliminary plat of Can' Addition P.U.D. contingent upon compliance with the <br />City Engineer's Review and the right to another review by Planning and Zoning Commission prior <br /> <br /> <br />
