REQUEST TO CONSIDER AMENDING TERMS OF CONDITIONAL USE PERMIT; CASE OF JAMES MONSON By: Zoning Administrator Sylvia Frolik Background: As you may recall, on December 18, 1990 the City of Ramsey issued a conditional use permit to Mr. James Monson to construct an amateur radio tower on his property at 15705 Traprock Street N.W. In response to the concerns of the area residents, Mr. Monson volunteered to plant a tree screen to obscure visibility of the tower. The conditional use permit approved required Mr. Monson to plant coniferous trees every 15-20 feet along his front property line by the fall of 1991. Observsations: On May 30, 1991, I received a petition from a couple of the area residents requesting that the City reconsider the terms of the conditional use permit issued to James Monson for the amateur radio tower. The term that the area residents want reconsidered is that which requires Mr. Monson to plant a coniferous tree every 15-20 feet along the front peroperty line. The residents are now asking that the conditional use permit be amended to require that the placement of trees for screening purposes be determined following the construction of the tower. Planning and Zoning Commission public hearing and regular meeting minutes dated December 4, 1990. City Council meeting minutes dated December 18, 1990. Findings of fact adopted on December 18, 1990. Conditional use permit approved on December 18, 1990. Recommendation: The Planning and Zoning Commission should consider the request and forward their recommendation to City Council. Commission Action: Motion to: Recommend that City Council approve/deny the request to amend the conditional use permit issued to 15705 Traprock Street N.W. for an amateur radio tower.
