CASE # 3 <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF RIVER'S BEND 3RD ADDITION <br />CASE OF OXBOW PROPERTIES AND RAMSEY CENTER PARNERSHIP <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Rick Foster of Oxbow Properties and Art Raudio of Ramsey Center Partnership are requesting <br />sketch plan review of the latest revision of River's Bend 3rd Addition. The plat is approximately <br />20 acres in size and is now proposed to consist of $12-unit multi-family buildings, 5 commercial <br />lots and 27 single family urban residential lots. <br /> <br />A majority of the property is currently zoned B-1 Business and a rezoning would be necessary to <br />accommodate the single and multi family residential portions of the proposal. <br /> <br />It appears that the subject property may be in the Scenic River Overlay District and should be <br />reviewed by DNR. <br /> <br />The plat is proposed to be served by municipal water and sanitary sewer. The developers would <br />have to petition the City for those improvements. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Proposed plat <br />City Engineer's review letter dated August 2, 1991 <br /> <br />Observations: <br /> <br />On February 27, 1991, the City of Ramsey received an application for River's Bend 3rd Addtion <br />which consisted of a combination of single family urban residential and commercial development. <br /> <br />On March 5, 1991, the Planning and Zoning Commission reviewed the proposed sketch plan for <br />River's Bend 3rd Addition and recommended that the developer proceed to preliminary plat <br />approval contingent upon compliance with the City Engineer's review letter dated February 27, <br />1991, the elimination of the proposed east/west street providing access to St. Francis Blvd., and <br />planning for the northerly intersection with County Road 5 and Hwy. #47 in accordance with the <br />County Highway Department plans for that intersection. <br /> <br />On March 7, 1991, the Park and Recreation Commission did review the area to be included in the <br />plat and recommended acquisition of property for the trail corridor and the remainder of park <br />dedication in cash. <br /> <br />On May 17, 1991, the City of Ramsey received a revised sketch plan for River's Bend 3rd <br />Addition which consisted of commercial and multi-family residential development. The name of <br />the proposed plat was also changed to River's Bend West. <br /> <br />On June 4, 1991, the Planning and Zoning Commission reviewed the sketch plan and tabled any <br />action. <br /> <br /> <br />
