CASE # 4 <br /> <br />REQUEST FOR SITE PLAN REVIEW; CASE OF MIKE SJOQUIST <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Mike Sjoquist is requesting site plan review to construct a 1,600 square foot cabinet making shop <br />on his property at 7520 149th Avenue N.W. The subject property is zoned P.U.D. and is located <br />on Lot 4, Block 1, Pineview Estates 2nd Addition. As you may recall, Pineview Estates 2nd <br />Addition P.U.D. was approved for development of the lots with a combination of residential and <br />commercial uses. Mr. Sjoquist will be the only full-time employee of the cabinet shop and he is <br />proposing to have one part-time employee. <br /> <br />Observations: <br /> <br />On July 30, 1991, the City of Ramsey received an application for site plan review of Mike's <br />Woodworking. <br /> <br />The proposed site plan complies with the terms established in the covenants for Pineview Estates <br />2nd Addition P.U.D. However, the Pineview 2nd covenants requires 3 rows of coniferous trees <br />to be planted between the residential and commercial use. The front 200 feet of each of the lots in <br />Pineview 2nd is stricted to residential uses only. Mr. Sjoquist is proposing to plant the tree screen <br />within that 200 foot "residential area". The Commission has to determine if the 200 foot <br />"residential" boundary was intended as the point at which the tree screening and commercial <br />development could commence or was it intended as the minimum setback for the commercial <br />structure on the property. <br /> <br />For the most part, the proposed site plan also complies with City Code requirements for <br />commercial developments with the exception of concrete curb and gutter. City Code requires that <br />in commercial development, travelled areas of a site must be finished with concrete curb and gutter. <br />In lieu of the fact that these lots in Pineview P.U.D. are unique in that they combine residential and <br />commercial uses, the Commission will have to set a precedent regarding curb and gutter in this <br />plat. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />c) <br /> <br />Site location map <br />Site plan <br />Excerpt from Pineview 2nd covenants relating to screening <br />Review letter dated July 31, 1991 <br /> <br />Recommendation: <br /> <br />City Staff recommends site plan approval contingent upon compliance with the review letter dated <br />July 31, 1991 and resolution of the issues relating to placement of the required tree screening and <br />the requirement for concrete curb and gutter. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council approve/deny Mr. Mike Sjoquist's request for site plan <br />approval contingent upon compliance with the City Staff review letter dated July 31, 1991. <br /> <br />Review Checklist: <br /> <br />P&Z: 8/6/91 <br /> <br />City Administrator <br />City Engineer <br />Zoning Administrator <br /> <br /> <br />
