CASE <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF COWLES ADDITION, A MINOR <br />SUBDIVISION; CASE OF GEORGE COWLES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Mr. George Cowles is requesting sketch plan review of a minor subdivision to be named Cowles <br />Addition. The property is located on the north side of Hwy. gl0 between Verndale Commercial <br />Park and Ramsey Commercial Park. The property is approximately 3.2 acres in size and currently <br />consists of two unplatted lots and an outlot. The parcels are currently developed with a steel <br />building formerly occupied by The Party House, an accessory garage, a private residence and C&L <br />Canvas Crafts. As you can see by the enclosed subdivision sketch, most of the structures on the <br />property encroach on setbacks from property lines and the easternmost parcel was developed with <br />a dual use. The VFW organization is purchasing the former Party House and Mr. Cowles now <br />finds it necessary to reconfigure the two unplatted lots and outlot into two platted parcels to <br />eliminate some substandard conditions. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff review letter dated November 26, 1991 <br /> <br />Observations: <br /> <br />Lot Width: The total frontage on Hwy. #10 for the properties is such that the minimum lot width <br />of 200 feet for each lot cannot be met. As presently configured, both of the lots are substandard; in <br />the proposed plat, one of the lots will be brought into conformance. <br /> <br />Lot Size: The minimum lot size in the Rural Business District is ! acre. Lot 1 meets that <br />requirement but Lot 2 is proposed at .967 acres. <br /> <br />Setbacks: Neither of the structures on Lot 2 meet side yard setback requirements from the common <br />property line. The plat proposes to realign the common property line so that all structures will meet <br />setback requirements. The structure on Lot 1 is currently situated on the property line; it is <br />required to have a 20 foot setback from the side property line.. The plat will bring Outlot A into <br />the subdivision, thereby providing for a 16 foot side yard setback for the building. <br /> <br />Land Use: City Code does not allow more than one principal use on a property. Lot 2 has a <br />private residence and a manufacturing/retail operation. These uses should be treated as lawful non- <br />conforming. <br /> <br />Access: The parcels will continue to be served by a shared access onto Hwy. #10. <br /> <br />Park Dedication: City Code states that for minor subdivisions, park dedication will be provided for <br />the new lots created. In Cowles Addition, there are no new lots being created and park dedication <br />will not be required. <br /> <br />31 <br /> <br /> <br />
