CASE # 3 <br /> <br />REQUEST FOR SITE PLAN APPROVAL; <br />STEPHEN J. FRANTA, CANVAS CRAFT <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: : <br /> <br />Stephen Franta o.f Canvas Craft is requesting site plan approval to construct a 3,472 square foot <br />manufactudrlg ~aeility on Lot 2, Block 3, Alpaca Estates. The facility would be used to <br />manufacture boat covers and portable fishouses. <br /> <br />Observations: ~ <br /> <br />The subjectI prol~erty is zoned B-3 Business for which manufacturing is not a permitted used. <br />Accordingly, .Mr! Franta has applied for a conditional use permit. <br /> <br />The proposed strg_ cture will cover approximately 6.5% of the lot; City Code limits lot coverage to <br />35%. The stimctt~re also meets all of the setback requirements. City Code restricts exterior wall <br />finishes to 50% ~o~er than metal; the structure is proposed to be constructed of rock face concrete. <br />City Code re4luir~s one parking space for each employee on the maximum working shift. The site <br />plan indicat~s~ that there will be 3 employees at the site and provides 3 regular parking spaces and <br />one handicapped ~pace. Code also requires that off-street parking areas, driveway and loading bay <br />areas be surfacegt with concrete or bituminous and include curbing. The site plan proposes <br />blacktop and cur~ed driveway and employee parking area. The loading bay area is proposed to be <br />surfaced with cot[crete and no curbing. The applicant has requested that the curbing in the loading <br />bay area be waiv ,~:t to reduce the potential for damage to boat motors when maneuvering boats and <br />trailers in this are~. <br /> <br />The loadingbaysiare proposed to be located on the east wall of the structure. City Code requires <br />loading bay~ito 1Je located on the rear wall. In this case, the loading bays would front on Hwy. <br />#10 if they were aonstmcted on the rear wall of the facility. <br /> <br />In accordance with City Code, landscape areas are provided adjacent to Hwy. #10 and Riverdale <br />Road. There are .~dditional plantings provided for at the site entrance and building front. <br /> <br />The City Enginegr has recommended some modifications to the drainage plan which includes <br />draining the parkihg lot pavement to the east edge of the parking lot. <br /> <br />An enclosed wast~ storage area is provided for in accordance with City Code. <br /> <br />The application ~as deficient of a certified lot survey. <br /> <br />The followingitems are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Si~e location map <br />Si~ plan <br />City Staff review letter dated February 25, 1992 <br /> <br /> <br />
