Thg Links Golf Course on Lot 10, Block 3, Northfork 5th Addition - The Links. <br /> <br />O bservatigns:i <br /> <br />The subject prdlperty is zoned Planned Unit Development and the proposed clubhouse is in <br />accordance With[the approved master plan for Northfork. <br /> <br />The proposed structure meets all yard and thoroughfare setbacks. The off-street parking area <br />meets the requirements for landscaped setbacks from road right-of-ways and adjacent residential <br />uses. However, minimum 5 foot high screening is required between non-residential and <br />residential Uses. iThe landscaped berm between the off-street parking area and adjacent residential <br />uses is onlY, ~2. fc/~t in height. In keeping with the 'Scottish' theme, the developer is proposing no <br />landscape plantia, gs for the site. <br /> <br />The clubhouse i~ proposed to be a 7,990 square foot, 2-story structure. The building size is well <br />within the 35% ~lot coverage requirement but exceeds the 35 foot height limit by 1 foot if you <br />measure from ~ound level to the top of the cupola. The first floor of the facility is proposed to <br />contain 5,1 t0 sqgare feet of retail and office space and 2,880 square feet of open parking garages. <br />The second!floo~is proposed to contain 2,880 square feet of bar and dining area, 2,400 square feet <br />of deck and 2,71D square feet of retail and office space. The exterior wall finishes will be stucco, <br />which is in acco?dance with City Code requirements for 50% other than metal. <br /> <br />City Code dOes;not establish a standard for required number of parking spaces for commercial <br />recreationa} useg. Based on the total occupancy load of the facility (451) and the required number <br />of parking spaces for eating and drinking establishments (1 space per 3 seats), the number of <br />parking spaces r~quired is 150. Adding 15 spaces for the number of employees on the maximum <br />working shift adds up to 165. The site plan proposes 265 parking spaces, which leaves 100 <br />spaces for the gt31f course use. <br /> <br />As for the desigg~ of the parking lot, City Code requires concrete or bituminous surfacing with <br />concrete em'b a~d gutter. The developer is proposing concrete curb and gutter adjacent to the <br />clubhouse, time4tone curb along the north edge of the pavement, and no curb and gutter along the <br />east and sOu~thWest pavement edges. The limestone curbing as a substitute for concrete is <br />acceptable, :but me elimination of curbing along the east and southwest pavement edges is not <br />acceptable. <br /> <br />Other than chan~ing the 890' contour along the west pavement edge of the parking lot to 892', the <br />drainage plan is ~Icceptable. <br /> <br />In addition to the_ absence of a landscape plan, no plans for a screened waste storage area, loading <br />area or lighting h~tve been submitted. <br /> <br /> <br />
