It is for this reason that Staff would recommend <br />granting a ¢ondi~onal use permit for this operation be made conditional upon 143rd Avenue N.W. <br />and Jaspar gtreei[ N.W. being hard-surfaced to a nine ton road design standard. <br /> <br />Drainaee and Gradine: The existing site is relatively flat. The grading plan calls for a minor <br />regradihg ofr!he~ite Which will cause drainage to be diverted toward the existing pond located in <br />Outlot A. Tl~e site plan calls for the placement of silt fence around the perimeter of the existing <br />pond in OutlOt A, protecting the existing vegetation and the pond from sedimentation caused from <br />the regrading. <br /> <br />There is presently no outlet from pond A. However, the City's Comprehensive Storm Drainage <br />Plan calls for the eventual construction of an outlet from this pond which will discharge to the <br />existing storr~ sower in Sunfish Lake Boulevard along a future roadway which would be placed <br />within Outlot~ B of the Gateway North Industrial Park subdivision. This pond area also served as <br />drainage reposit6ry for ail of the Gateway North Industrial Park subdivision. Although just <br />slightly over one acre will be rendered impervious on this site due to the development of <br />bituminous phrking and buildings, an additional ten acres will be cleared of existing turf and gravel <br />and used for raw: or finished product stockpiling. The run-off from these areas can be expected to <br />increase overlits Present condition. It is estimated that the additional run-off from the development <br />of this facility wr~uld raise the water level in the approximate one acre ponding area by an estimated <br />six inches from a~ten year storm. I would therefore conclude that this pond is adequate to serve as <br />a drainage faaility for this development. <br /> <br />The gradinglplan also identified a ten foot berm along Jaspar Street N.W. and the northern <br />boundary of ~e property and a four foot berm along the three sides of Foster Cemetery. The ten <br />foot berm along the northern boundary of the property will interfere with the proposed access <br />easement to the F..oster Cemetery. It is recommended that this berm be moved southward to allow <br />for reasonab!~ vehicular access along the northern property line to Foster Cemetery. Additionally, <br />the berm appears to be steeper than a four to one slope which would be the steepest allowable slope <br />which can bo comfortably mowed. All slopes which anticipated turf establishment should be <br />flattened to a maXimum of four to one. <br /> <br />Recommendation: <br /> <br />City Staff reCOmmends reviewing and amending as necessary, the proposed findings of fact and <br />proposed con~litional use permit, and recommending Council approval of same. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council adopt Findings of Fact relating to Bury and Carlson's <br />request for a conditional use permit to establish a processing facility for demolition cement <br />and asphalt in the BW District. <br /> <br /> ~and- <br /> \ <br /> Motion to: <br /> Recong'nend that City Council approve the issuance of a conditional use permit to Bury and <br /> CarlsOn contingent upon 143rd Avenue N.W. and Jaspar Street N.W. being improved to 9 <br /> ton standards and the site plan being modified as follows: a) designate lighting plan; b) <br /> designate refuse storage area and required screening; c) redesigning the site plan to allow <br /> for a 33 foot outlot along the northern boundary of the site and a 20 foot side yard setback. <br /> <br />Review Checklist: City Administrator <br /> City Engineer <br /> Zoning Administrator <br />P&Z: 7/23/92 <br /> <br /> <br />
