CASE <br /> <br />REQ~T FOR SITE PLAN REVIEW FOR DANNY'S ALUMINUM <br />r PROCESSING, INC.; CASE OF MR. DAN KARST <br /> By: Zoning Administrator Sylvia Frolik <br /> <br /># 4 <br /> <br />Background: <br /> <br />Mr. Dan Karat has applied for site plan review to construct a 13,000 square foot building on Lots 2 <br />and 3, Block~4, Gateway North Industrial Plat #2. The purpose of the building is to provide <br />additional indoorspace for the preparation of feedstock, including the disassembly of engines and <br />transmissionS, and indoor storage area for other types of metals proposed to be received at the <br />facility. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan <br />City Staff Review letter dated August 27, 1992 <br /> <br />Observations: <br /> <br />The buildingiis proposed to be located on the common lot line between Lots 2 and 3. If the site <br />plan is app~ved; Mr. Karst would record a lot combination at Anoka County. The building is <br />within the maxiinum lot coverage allowed when taking the total area of Lots 2 and 3 into <br />considerationS. The structure is proposed to be a concrete block construction; some integration of <br />color or textare on the exterior facing would be desireable. <br /> <br />The proposed_ lOOation of the structure meets all setbacks except that it would encroach on the rear <br />yard setback,~by approximately 4 feet. Mr. Karst should be directed to decrease the size of the <br />structure or apply for a variance. <br /> <br />To address screening and landscaping, Mr. Karst is proposing a 10 foot high wood and metal <br />fence border~ bY Black Hills Spruce trees adjacent to Basalt Street. <br /> <br />The site plan ~indicates providing for 11 off-street parking spaces, which is in compliance with City <br />Code requirements. All driveways, maneuvering areas and off-street parking areas would be <br />paved and curbed. <br /> <br />Although Mr, K~rst would prefer to develop the site with city sewer and water and paved streets, it <br />doesn't appear t.hat a sufficient number of the other benefitting property owners in the area are <br />interested in, petitioning for those improvements at this time.
