REVIEW RAMSEY MEADOWS PRELIMINARY PLAT
By: Steven J. Jankowski, City Engineer

CASE #1

Background:

In May 1992,ithe Planning and Zoning Commission and City Council approved the preliminary
plat of RamseS. Meadows subdivision. The preliminary plat included the extension of 150th Lane
N.W. intersecting with 149th Avenue N.W. To facilitate this street layout, it would be necessary
to fill approximately 6,000 square feet of a DNR protected wetland. The Planning and Zoning
Commission ~nd City Council recommended approval of this subdivision contingent upon gaining
DNR approv~ fo~' this filling. The developer has submitted a permit request and made application
to the DNR. lin Oc. tober, 1992 the DNR denied the request to fill citing that alternatives with less
environmental imPact were available in this situation. The DNR permitting process does allow for
a public hearing to appeal this decision.

At this time the City would have the alternative of requesting such a public hearing or asking that
the developericottsider some alternate plans for the preliminary plat. I have been in contact with
Jeff Caine, surveyor for the developer, regarding this issue and he has advised that he would
attempt to hav~ some alternative sketches available for the meeting.

Commission Action:

At this time, it is the desire to determine whether the City should request a formal public hearing
from the DNR oa the approved preliminary plat or request the developer to submit an alternative
preliminary plat t° the Planning and Zoning Commission for review and approval.

Reviewed by:

City Engineer:
Zoning Administrator

PZ: 12/01/92
