! <br /> <br />! <br />! <br />! <br />! <br />! <br />! <br />! <br /> <br />! <br />! <br />! <br />! <br />! <br />! <br />! <br /> <br />CASE <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF RIVER'S BEND 3RD <br />ADDITION; CASE OF ELIZABETH RAUDIO AND RICK FOSTER <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The preliminary plat proposal for River's Bend 3rd Addition reviewed in 1991 consisted of 5 <br />commercial lots, 27 single family lots and multi-family units. The multi-family proposal met with <br />opposition from neighboring property owners and also conflicted with Scenic River regulations; <br />the plat went no further. On January 19, 1993, the applicants submitted a proposal for a revised <br />preliminary plat of River's Bend 3rd Addition. The plat now proposes 8 commercial lots and 32 <br />single family' lots. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Preliminary plat <br />Letter from MnDOT dated October 1, 1991 <br />City Staff review letter dated January 26, 1993 <br /> <br />Observations: <br /> <br />The property is presently zoned B-1 Business and the applicants do have a rezoning application on <br />line to rezone~ the plat to allow for the single family development. <br /> <br />With respect to park dedication, there is an agreement between the City of Ramsey and Ramsey <br />Center Partnership dated January 10, 1980 that exempts this particular property from any park <br />dedication in lieu of property donated to the City and County for various purposes. <br /> <br />Protected Wetland #680 falls within the northeast corner of the plat. The preliminary plat shows <br />this area as Outlot A. Pending the outcome of the grading plans, the applicant has indicated that <br />Outlot A will;be changed to drainage easement and/or incorporated into the adjacent single family <br />residential lols. At the date of this writing, I have had favorable verbal comments from DNR <br />regarding theirevised preliminary plat; written comments are forthcoming. It is noted that if the <br />improvements to this area are to be funded as a public project, then a review of the plat by the <br />Lower Rum River Water Management Organization is also necessary. <br /> <br />The average s~ze of the single family lots is 13,000+; the minimum area requirement under Scenic <br />River regulations is 12,150 square feet. All lots contain the minimum width requirement at the <br />building setback line. Staff has noted that lots 28-33 are rather undesireable from a size and <br />location standpoint; we recommend decreasing the number of lots in this area from 6 to 5 to <br />~ncrease lot s~ze and offset the fact that they face commem~al lots. <br /> <br />The revised p .reliminary plat has been forwarded to MnDOT, but it is assumed that their comments <br />will not change significantly from their review letter of 1991 since the street layout is basically the <br />same as it wa~ then. Again, City Staff recommends elimination of 143rd Avenue N.W., relocating <br />144th Avenue to align with the future centerline of C.S.A.H.//5, and constructing Xkimo to MSA <br />standards with an 80 foot right-of-way because of the commercial development along that road. In <br />addition, because of the mixture of residential and commercial uses, Staff is recommending the <br />construction of a sidewalk along the Xkimo to keep the foot traffic off the road. <br /> <br />10 <br /> <br /> <br />
