councilmembers felt that allowing for the exterior storage of one unlicensed vehicle is reasonable.

Observations:

It is apparent that these ordinance changes will not be adopted unless there is some compromise.
The compromise that has been suggested is as follows:

Adopt an ordinance to eliminate the ability for developers to include road right-of~
way when platting and provide a definition for parcel as being defined from
property line to property line. Second, to right those residents of so-called '2.5
acre subdivisions' that feel they have been wronged by Staff's interpretation of lot
area, reduce the threshold for metal accessory structures from 2.5 acres to 2.0
acres. However, adopt some additional performance standards (soffits, facia,
shingle roof) for metal accessory structures on parcels.

4

Now that we have made accessory structures more affordable by reducing the
threshold for metal ones from 2.5 to 2.0 acres, we should be comfortable in
adopting an ordinance that does not allow for the exterior storage of any unlicensed
vehicles.

Recommendation:

As you may recall, the Commission has already directed Commissioner Deemer and Building
Official Huff: to draft an ordinance to 'clean up' our regulations regarding accessory structures.
Staff is recommending that you direct Ben and Glyn to also include a reduction in the lot size
threshold fort metal accessory structures to 2.0 acres and provide for additional performance
standards fo~ metal buildings. The proposed ordinance should also include amendments to
definitions of~ rmmmum lot area' and 'parcel' previously proposed by Staff and P&Z but rejected
by Council. This proposed ordinance should be scheduled for a public hearing at your regular
meeting in April.

Commission Action:

Motion to:
Direct Commissioner Deemer, Building Official Huff and Zoning Administrator Frolik to
draft an ordinance amendment relating to accessory structures and definitions of parcel and
the minimum area of lots.

Review Chee~ist:

PZ:

City Administrator
Building Official
Zoning Administrator
Project Manager

3/2/93
