CASE <br /> <br />PROPOSED ORDINANCE TO ESTABLISH PROCEDURE FOR MOVING <br />STRUCTURES INTO AND WITHIN THE CITY OF RAMSEY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />For several months, City Staff and the Planning and Zoning Commission have been working on an <br />ordinance to establish a procedure for moving accessory and principal structures into and within <br />the City of Ramsey. Basically, the procedure that has been drafted to date consists of exempting <br />accessory structures less than 280 square feet in size from any review or permitting by the City and <br />City Staff review and approval for all accessory structures larger than 280 square feet and principal <br />structures. <br /> <br />Observations: <br /> <br />The last time the Commission reviewed this ordinance, they instructed staff to include language <br />that would require, in the case of principal structures, a $3,000.00 financial guarantee and <br />provisions to mitigate any problems resulting from a project not followed through to the issuance <br />of certificate iof occupancy. Accordingly, the draft ordinance has been amended to require a <br />financial guarantee, the amount of which will be set annually by Council resolution. Initially, that <br />amount will be established at $3,000.00. In addition, language has been added which gives the <br />City the authority to remedy an uncompleted project and assess the costs to the property owner <br />through the Anoka County tax rolls. <br /> <br />The proposed ordinance is enclosed for your review and information. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the ordinance as drafted. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council introduce Ordinance #93- <br />moving structures into and within the City of Ramsey. <br /> <br />__ to establish a procedure for <br /> <br />Review Checklist: <br /> <br />P&Z: <br /> <br />City Administrator <br />Finance Officer <br />City Engineer <br />City Attorney <br /> <br />4/6/93 <br /> <br /> <br />
