I CASE # 7 REQUEST TO REZONE CERTAIN PROPERTY FROM B-1 BUSINESS TO R-I RURAL RESIDENTIAL; CASE OF WAYNE JOHNSON, NORTH LAKE PROPERTIES By: Zoning Administrator Sylvia Frolik Background: Wayne Johnson of North Lake Properties has submitted an application to rezone the property at the southwest comer of the intersection of Hwy. g47 and 153rd Avenue N.W. from B-1 Business to R-1 Rural R~sidential. Mr. Johnson's intent is to develop the property with single family urban residential lots when the property is brought into the MUSA. When the property is brought into the MUSA, :the zoning would automatically change from R-1 Rural Residential to R-1 Urban Residential. i The following items are enclosed for your information: a) b) c) Site location map Sketch plan for proposed future subdivision Proposed findings of fact Observations: The subject property is part of an intersection that the City's Comprehensive Plan has targeted for developmen[ with a neighborhood center. This is the last available major intersection along the Hwy. g47 route that meets the objectives of a neighborhood center in the urban area. Additionally, the City has received approval to use a portion of the 1993 Community Development Block Grant funds to update its land use plan. That task will be accomplished this summer. Recommendation: With the applicant's written consent, City Staff recommends tabling any action on the request for rezoning until the completion of the land use update. If the applicant is not willing to table action, then City Staffs recommendation would be for denial of the rezoning. Commission Action: Motion to: Recommend that City Council table Mr. Wayne Johnson's request for a rezoning until the update of the City's land use plan is complete. -or- Motion to: Recommend that City Council deny Mr. Wayne Johnson's request for rezoning.
