DAN KARST <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Mr. Dan Karst has submitted a revised site plan to consmact a building on Lots 2 and 3, Block 4, <br />Gateway NOrth Industrial Plat #2. Mr. Karst is proposing to relocate the disassembly of engines <br />and transmissions operations from the building on Lot 1 to the new building on Lot 2. He is also <br />proposing to conduct wholesale operations for engine and transmission parts in the new building <br />and provide hadoor space for the maintenance of equipment. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />Building plans <br />City Staff review letter dated May 24, 1993 <br /> <br />Observations: <br /> <br />The wholesale operations and the transfer of the disassembly of engines and transmissions <br />operations tO Lot 2 from LOt 1 will require a conditional use permit, which Mr. Karst has applied <br />for. <br /> <br />The building is proposed to be located on the common lot line between Lots 2 and 3 which will <br />require approval of the zero lot line configuration. Additionally, the drainage and utility easements <br />on the common lot line should be vacated. Upon Site Plan approval, City Staff will initiate action <br />to do so with costs incurred charged to Mr. Karst's site plan escrow. The building is within the <br />maximum lot coverage allowed when taking the total area of Lots 2 and 3 into consideration. The <br />structure is proposed to be a concrete block consmaction with a metal roof. <br /> <br />The previous site plan reviewed required a 4 foot variance to the 35 foot rear yard setback. <br />Subsequent to that time, the proposed size of the building has been reduced and as a result, it does <br />meet the 35 foot rear yard setback. <br /> <br />In the previous site plan reviewed, Mr. Karst proposed a 10 foot high concrete block wall or solid <br />metal fence ~to semen the proposed exterior storage area. Since that time, Mr. Karst has eliminated <br />any plans for exterior storage and consequently, the fence or block wall has been eliminated from <br />the site plan. City Code requires a 20 foot wide landscaped area adjacent to public streets. The <br />landscaping:plan proposes the planting of 6 Marshall Ash trees adjacent to Basalt Street in an area <br />that appears~to just meet the 20 foot minimum width requirement. The landscaping plan also does <br />not indicate the size of the trees to be planted. <br /> <br />The site plan indicates providing 15 employee parking spaces, 7 visitor parking spaces and 3 <br />tractor/tmil0r parking spaces which is in compliance with City Code requirements. All driveways, <br />maneuvering areas and off-street parking areas are proposed to be paved and curbed. <br /> <br />With respect to drainage, the City Engineer is recommending that a sump area be constructed on <br />LOt 4. <br /> <br />I <br />I <br /> <br /> <br />
