CASE <br /> <br />REQUEST~ FOR A CONDITIONAL USE PERMIT TO ESTABLISH A TOWING <br />SERVI(~E WITH IMPOUND LOT AND AUTO REPAIR FACILITY IN THE <br />INDUSTRIAL DISTRICT; CASE OF CHAMPLIN TOWING <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Champlin TOwing is requesting a conditional use permit to establish a towing service with <br />impound lot ahd an auto repair facility at 15300 Sunfish Lake Blvd. N.W. The subject property is <br />zoned Indus~al and towing services and auto repair facilities are not a permitted use in that district. <br />The following items are enclosed for your review: <br /> <br /> a) , Site location map <br /> b) r Site plan <br /> c) Proposed findings of fact <br /> d) : Proposed conditional use permit <br /> <br />Observations: <br /> <br />The subject site is the former D.J. Furnace Cleaning facility and all structures and pavement <br />currently exis~ on the site. <br /> <br />The towing setrvice will include an impound lot. City Code states that outside storage is permitted <br />in the Industrial District provided the area is surfaced to control dust. The selected location for the <br />impound loti$ paved. In conversations with Anoka County Environmental Services, City Staff <br />has determined that all fluid residue from the vehicles must be contained on site and at a minimum, <br />the pavement i~ the impound lot should be sealed to make it an impermeable surface. <br /> <br />A portion of file site is also fenced. The applicant is proposing to fence in the balance of the site so <br />that the impohnd lot will be completely contained and separated from the front offices and <br />customer/empI~oyee parking area. <br /> <br />City Code requires that thc impound lot be screened from neighboring uses and thc residential <br />district on the ieast side of Sunfish Lake Blvd. N.W. Staff is recommending that wherever chain <br /> ls~ used, a tree screening also be established. However, the east fence line is visible <br />link fencing ' r- <br />from Sunfish L.' ake Blvd. N.W. and Staff is recommending that it consist of an eight (8) foot wood <br />privacy fence.! In addition, the impound lot is at a lower grade than Sunfish Lake Blvd. and <br />therefore Staff[is recommending that a tree screen also be established along the east fence line to <br />intensify the affect of screening from a height standpoint. <br /> <br />The applicant has stated that if the Building Code does not require major changes to the structures <br />based on type of occupancy, there is the potential to lease the garage on the site to an auto repair <br />business and the shop to a cabinet maker. The cabinet maker is a permitted use on the property but <br />the auto repair~/s not, and consequently the conditional use permit would also have to address that <br />use. <br /> <br /> <br />
