I <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> ! <br /> <br />CASE <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF CHESTNUT RIDGE; <br />CASE OF JOHN PETERSON, GOOD VALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On June 7, 19~93, the City of Ramsey receivcd an application from Good Value Homes for sketch <br />plan review of Chestnut Ridge which consisted of 35 acres to be subdivided into 58 single family <br />lots. <br /> <br />On July 6, 1993, the Planning Commission tabled sketch plan review of Chestnut Ridge until the <br />alignment of ~e extension of Sunfish Lake Drive N.W. was resolved with DNR. <br /> <br />On August 30, 1993, the City of Ramsey received an application for preliminary plat approval of <br />Chestnut Ridge that was scaled back to 12 lots and excluded that area potentially impacted by the <br />extension of Sunfish Lake Drive N.W. Five of the lots were proposed to receive access from a <br />private drive Oxtending off the end of Krypton Street N.W. <br /> <br />On October $; the Planning and Zoning Commission conducted a public hearing and at the request <br />of the Developer, tabled action on the proposed preliminary plat of Chestnut Ridge. It was also <br />noted that it may be feasible to construct Krypton Street as a through street. <br /> <br />On October 2i5, the City received a revised preliminary plat for Chestnut Ridge. The plat still <br />consists of 12 ~ingle family lots, however, the entirety of Krypton Street has been platted as a cul- <br />de-sac constructed to City standards and the concept of the private drive has been eliminated. <br /> <br />The following Stems are enclosed for your information: <br /> <br /> a) Site location map <br /> b) ~ Proposed preliminary plat dated October 26, 1993 <br /> c) ;Proposed grading plan <br /> d) 'City Staff review letter dated October 29, 1993 <br /> <br />ObservationS: <br /> <br />The developerSs proposing to install the streets, sewer and water as a private development project <br />with no financial participation on the part of the City. <br /> <br />Park dedicatiofi is anticipated to consist of a cash payment. <br /> <br />The grading pi.an must be reviewed by the Lower Rum River Watershed Management Organization <br />(LRRWMO) arid should be modified to show a tree preservation plan for the plat. <br /> <br />Whether Krygton Street is constructed as a cul-de-sac or a through street will depend on <br />conversations getween the City Engineer, DNR, the developer and the Planning Commission. As <br />you will note in the City Staff review letter, to span the County Ditch and construct Krypton Street <br />as through sweet could be a very costly project. <br /> <br /> <br />
