Mr. Naylor stated that when water comes into the plant it contains a lot of different things; <br />a lot of~i~ dissolves. What is left is a type of "nutrient broth" and that is put through a <br />clarifying tank. Mr. Naylor stated that the mount of sludge used might be similar to what <br />might be ~enerated in Ramsey. Mr. Naylor assured Mr. Hendriksen that this would not be <br />hazardous waste, it would be organic. <br /> <br />Ms. Dah!gren inquired about the heavy metals to which Mr. Naylor replied there are <br />probablY ,heavier metals in yard fertilizer. He added that the concentrate of metal is too low <br />to be hazardous. Mr. Naylor stated that the Environmental Protection Agency sets the <br />guideline~ for under what conditions one could get sick with regard to these metals, etc. <br /> <br />Ms. Daldgren stated that some guidelines are set but do not meet the standards. She stated <br />to Mr. N~ylor - "you do not have control". <br /> <br />Mr. Naylor stated they do have control We would have contracts with our customers and if <br />they hav{~ metals in their materials, we would not take them. He added that prior to a <br />contract, ~ey would ask to see a two-year record. <br /> <br />Mr. Hend~riksen inquired how IPS would discover things that are not on the list of <br />acceptable materials that might show up such as oils, varnishes, paints, etc. <br /> <br />Mr. Naylor stated that he is not really concerned about those types of materials because the <br />types of Operations they would be picking up at would be restaurants and grocery stores, <br />not hardware stores, etc. He informed Mr. Hendriksen that if they have an indication that <br />something wrong was collected, they have to monitor each plug for the EPA, what went in, <br />what teml~erature was achieved and where the material is in the bay and they would be able <br />to tell where it came from. <br /> <br />Mr. Hendtiks~ inquired how that process could be done when the materials are mixed up <br />in the beginning. <br /> <br />Mr. Naylot stated that it is mixed up but you can keep track with the plug. <br /> <br />Mr. Hencltiksen stated there's a whole bunch of stuff in the landfill that's not supposed to <br />be there either because it was "thrown in there when no one was watching". He inquired <br />again how;the company would be able to discover the unwanted material. <br /> <br />Mr. Otter 'stated that at the collection point, the haulers will be trained to look into the <br />container io check for unwanted materials, when it is brought to the facility, it will be <br />dumped a~d will again be inspected. When it is loaded into the bay, it will be looked at <br />again. Heladded that the employees will be trained to look for these things. He added that <br />the custom?, rs will most likely want to provide only acceptable materials. <br /> <br />CommissiOner Stafki suggested that the concerns mentioned tonight appear to be <br />unnecessary because the compost is not going into the ground at the facility, it will be <br />marketed. <br /> <br />Mr. Hutchi. son inquired if the company has identified its source for the activated sludge to <br />which Mr. ~Naylor replied no. <br /> <br />Mr. Otter stated with regard to the landfill property, they have discussed industrial <br />developing_ and/or selling land to be developed. He also mentioned developing an energy <br />park, of s°./'ts. He assured the residents that WM is not proposing another land f'fll but that <br />something ihas to go there because they are paying a lot of taxes. He commented on the <br />landfill cov~er and stated that the pumpout systems are well under way. <br /> <br />Ms. Lernke stated that the wetland in the park area of Hunter's Hill is gone. <br /> 7 <br /> <br /> <br />
