i <br />I <br />I <br /> <br />CASE <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF CHESTNUT RIDGE; <br />CASE OF JOHN PETERSON, GOOD VALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On June 7, 1993, the City of Ramsey received an application from Good Value Homes for sketch <br />plan review cfi Chestnut Ridge which consisted of 35 acres to be subdivided into 58 single family <br />lots. <br /> <br />On July 6, 1993, the Planning Commission tabled sketch plan review of Chestnut Ridge until the <br />alignment of the extension of Sunfish Lake Drive N.W. was resolved with DNR. <br /> <br />On August 30, 1993, the City of Ramsey received an application for preliminary plat approval of <br />Chestnut Ridge that was scaled back to 12 lots and excluded that area potentially impacted by the <br />extension of Sunfish Lake Drive N.W. Five of the lots were proposed to receive access from a <br />private drive extending off the end of Krypton Street N.W. <br /> <br />On October 5~ the Planning and Zoning Commission conducted a public hearing and at the request <br />of the Develoioer, tabled action on the proposed preliminary plat of Chestnut Ridge. It was also <br />noted that it niay be feasible to construct Krypton Street as a through street. <br /> <br />On October 26, the City received a revised preliminary plat for Chestnut Ridge. The plat Still <br />consists of 12 ~ingle family lots, however, the entirety of Krypton Street has been platted as a cul- <br />de-sac constmgted to City standards and the concept of the private drive has been eliminated. <br /> <br />On November; 4, 1993, the revised preliminary plat was scheduled for review by the Planning <br />Commission..The applicant was not present at the meeting and the case was tabled. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />'Site location map <br />.Proposed preliminary plat dated October 26, 1993 <br />':Proposed grading plan <br />City Staff review letter dated October 29, 1993 <br /> <br />Observations: <br /> <br />The developer is proposing to install the streets, sewer and water as a private development project <br />with no financi~ participation on the part of the City. <br /> <br />Park dedication is anticipated to consist of a cash payment. <br /> <br />The grading plan must be reviewed by the Lower Rum River Watershed Management Organization <br />(LRRWMO) arid should be modified to show a tree preservation plan for the plat. <br /> <br />Whether Krypton Street is constructed as a cul-de-sac or a through street will depend on <br />conversations'between the City Engineer, DNR, the developer and the Planning Commission. As <br />you will note la the C~ty Staff rewew letter, to span the County Ditch and construct Krypton Street <br />as through street could be a very costly project. <br /> <br /> <br />
