CASE <br /> <br /> REQUEST FOR PRELIMINARY PLAT APPROVAL OF <br /> CHESTNUT RIDGE 2ND ADDITION; CASE OF GOOD VALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />Good Value Homes is requesting preliminary plat approval of Chestnut Ridge 2nd Addition. The <br />plat consists of 65 acres proposed to be developed with municipal water and sanitary sewer and <br />subdivided into 71 single family lots. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Proposed preliminary plat <br />City Staff review letter dated July 27, 1994 <br /> <br />Observations: <br /> <br />The property is zoned R-1 Residential, however, the northern half of the plat is not in the <br />Municipal Urban Service Area (MUSA). It is anticipated that this portion of the plat will be in the <br />MUSA by this Fall with Metro Council's approval of the comprehensive plan amendment for a <br />MUSA expansion. <br /> <br />The plat will take some minor rework to assure that all lots meet the 10,800 square foot minimum <br />area and 80 foot lot width requirements. <br /> <br />Sunwood Drive is proposed to be extended west through the plat and no lots will have direct <br />access onto this MSA road. The developer has proposed two 'eyebrows' on Sunwood Drive to <br />create access to 7 of the lots. It is Staff's opinion that these two offset 'eyebrows' are not a <br />favorable design. It would also appear that there is more development potential south of Sunwood <br />Drive than the developer has proposed. Staff is recommending that the developer explore the <br />possibility of redesigning the 'eyebrow' on the south side of Sunwood Drive into a through street <br />to connect with the north/south streets in the western portion of the plat. <br /> <br />The developer is proposing to install the public improvement as a private project with no financial <br />participation on the part of the City. <br /> <br />The plat will be reviewed by the Park Commission on August 11. <br /> <br />Recommendation: <br /> <br />City Staff recommends preliminary plat approval contingent upon compliance with City Staff <br />Review letter dated July 27, 1994. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council grant preliminary plat approval to Chestnut Ridge 2nd <br />Addition contingent upon the developer compliance with City Staff review letter dated July <br />27, 1994. <br /> <br />Review Checklist: <br /> <br />PC: <br /> <br />City Administrator <br />City Engineer <br />Parks & Utilities Supervisor <br />8/2/94 <br /> <br /> <br />
