The required 20 foot deep landscaped area adjacent to Nowthen Blvd. will be provided. City Code <br />requires a 40 foot buffer to the residential use along the south property line. The proximity of the <br />ballfields to the adjacent residences could result in athletic activity encroaching upon the single <br />family lots. Staff has recommended that consideration be given to realigning the ballfields <br />somewhat to the north and fencing be installed to increase the buffer area and its effectiveness. <br /> <br />For pedestrian traffic purposes, it is being recommended that the site plan be modified to provide a <br />10 foot wide bituminous trail parallel to C.S.A.H. #5 along the entire site. This trail segment <br />should connect with the trail constructed in Haubrich Addition to the north. In lieu of the extensive <br />residential development occurring west of the school, it is also being recommended that the grading <br />for future trails from the northwest and southwest be provided to bring foot traffic in from adjacent <br />neighborhoods. <br /> <br />Staff has noted that the visibility between the 3-5th grade playground and the K-2nd grade <br />playground is obstructed by the expansion. The design of the outdoor area should be reconsidered <br />in order that all recreational areas would be within eyeshot of each other and parents can keep an <br />eye on all children making use of the various areas. <br /> <br />A drainage plan needs to be submitted for review and approval. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval contingent upon compliance with the City Staff Review Letter. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council grant final plat approval to the site plan for the expansion of <br />Ramsey Elementary School contingent upon compliance with the City Staff Review Letter. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Engineer <br />Parks & Utilities Supervisor <br /> <br />PC: 12/6/94 <br /> <br /> <br />
