In October, Mr. Nissen applied for a renewal of his pawn shop license. Based on the history
described above, the license was issued contingent upon Mr. Nissen supplying the $4,500.00
financial guarantee for site improvements, which he did.

On November 3, 1994, the applicant submitted the additional information requested in order to do
a proper site plan review. The site plan was scheduled for Planning Commission review at the
next regular meeting, December 6.

Observations:

The site plan proposes to install B-612 curbing around the perimeter of the blacktop installed in
1993. Staff is recommending waiving curbing on the west side of the driveway as this entrance
from Hwy. #10 is one of 2 that will serve the other 3 lots to the west in Guy Addition.

The City Engineer has recommended the construction of a sump area on the north side of the
building.

It has also been noted that the applicant does park vehicles and equipment on the west side of the
building and if this is to continue, a row of paved and curbed parking should be constructed in this
area also.

The following items are enclosed for your information:

a)
b)
c)

Site location map
Site Plan
City Staff Review Letter dated 11/29/94

Recommendation:

City Staff recommends site plan approval contingent upon compliance with City Staff review letter.

Commission Action:

Motion to:
Recommend that City Council grant site plan approval to Ralph's Gun and Pawn
contingent upon compliance with City Staff Review Letter dated 11/29/94.

Review Checklist: City Engineer
PC: 12/6/94
