Buildings shall be designed with a pedestrian orientation and
relationship to the primary street that is compatible with the
adjacent TC- 1 Sub-District.

The TC-2a Subdistrict provides an alternative location for smaller
auto-oriented commercial uses located along County Roads at the
periphery of the Town Center. The intent of the TC-2a Subdistrict
is to allow for smaller scale retail uses that generate high traffic
volumes tending to be more suburban in form. Within the Town
Center, all areas zoned as TC-2a Subdistrict shall be adjacent to a
County Road and limited to an aggregate size of 3 acres to limit
competition with other retail areas in the Town Center and Ramsey
as well as to prevent negative impacts on adjacent residential uses.
The use chart in Subdivision 3a specifically notes those uses
allowed in the TC-2a Subdistrict. Subdivision 4 provides specific
design criteria that apply to certain uses in the TC-2a Subdistrict to
provide a more compatible relationship with the Town Center
Development Guidelines than would typically be achieved under
commercial zoning as regulated in Chapter 9.

Workplace Sub-District - "TC-3." The workplace area is
intended to accommodate medical and technology-related office
and research uses, as well as other office uses and limited retail
and service uses designed to serve employees and office visitors.
Uses with high concentrations of employees are most desirable.
All office buildings shall be located within one-quarter mile of
existing -or planned retail uses. Uses shall be located within one-
quarter mile of public open space, or within one-half mile if
connected by walking path.

Neighborhood Sub-District - "TC-4." The Neighborhood Sub-
District comprises the northern portion of the Town Center
District. The Sub-District is intended to include a full range of
housing types, from smalMot single-family detached to high-
density senior and general apartments, as well as a limited number
of small-scale retail and office uses at appropriate locations (i.e., at
corners). Neighborhood design incorporates many traditional
single-family neighborhood features such as alleys, carriage houses
(secondary units), front porches, and traditional street lighting.
Neighborhoods shall be designed with suitable transitions between
among different housing types, and with well-integrated open
space and natural amenities within walking distance of all homes.
A minimum of 50 percent of all housing units shall consist of
multifamily units, townhouse units, live-work units or secondary

May 1, 2003 Draft
2
