Goodrich, City Attorney <br /> Jo Thieling, City Clerk <br /> FROM: Keith Kiefer, Charter Chairperson <br /> SUBJECT: Charter Commission Meeting of May 9, 2001 <br /> City Attorney Bill Goodrich has completed his work on the Charter amendment <br /> language adding two new members to the City Council, creating a ward system <br /> (2.3.1 and 2.3.2), and creating primary elections (4.1.1). The drafted language is <br /> attached to this memorandum. Commission members will note that in drafting the <br /> language for the ward system, the City Attorney was required to select a number of <br /> ward seats. The City Attorney drafted language with four ward seats and two at- <br /> large seats. <br /> The Commission will note that the City Attorney has included language that would <br /> comply with the 2000 election advisory question changing the majority of <br /> Councilmembers every two years. I have asked that the City Attorney draft <br /> alternative language without the majority of Councilmembers elected every two <br /> years. It was discussed during the last Charter Commission meeting of the <br /> possibility of adding an advisory question having the ward election replace the <br /> need for majority turnover every two years. I will discuss the alternative language <br /> with the Commission on Wednesday, May 9. <br /> /jmt <br /> Attachments <br />
