Honorable Judge Gibbs <br />January 18, 1996 <br />Page 2 of 2 <br />Commission felt comfortable that the sale by ordinance provision could be deleted and <br />directed staff to prepare such an amendment. <br />The Charter Commission conducted a special meeting on June 1, due to a Charter <br />amendment request regarding modification of the Metropolitan Urban Service Area <br />boundary. The Commission received the proposed amendment with the understanding <br />that it was required to be submitted to the City Council on an appropriate schedule. <br />When the Charter Commission met in September, they received the results from the <br />special election held pertaining to the above - mentioned Charter amendment. The <br />amendment passed and the Commission discussed what may happen because of it. They <br />also discussed the need for developing a vision for the City. <br />The topics discussed at the November 30 meeting included reviewing the pros and cons of <br />a ward system versus at large and primary election versus no primary. These two issues <br />were tabled for discussion at a later date. Another item for discussion was lengthenging <br />the term of the office of Mayor from two years to four years. Consensus of the Charter <br />Commissikon was that it should be lengthened and they directed staff to prepare an <br />ordinance which would create a four -year mayor term. This ordinance will be brought to <br />the Charter for their consideration at their January 1996 meeting. <br />The following people are presently serving on the Charter Commission: Chairperson <br />Bernard Steffen, Dennis Donovan, Keith Kiefer, Judy Marn, Richard Netzloff, Virginia <br />Spain -Brist and Jay Swokowski. There are two vacant seats; one due to the resignation of <br />John Goode and the other due to Rodney Nelson declining re- appointment when his term <br />expired. There is currently an advertisement to fill the vacancies and the City has received <br />one application. <br />As in the past, Ramsey's Charter Commission remains re- active rather than pro- active but <br />recognizes the need to be ever alert to change as it occurs. <br />The Commission plans to meet at least quarterly in 1996 to review and discuss pertinent <br />City Charter issues. <br />Very truly yours, <br />CITY OF RAMSEY <br />Bernard Steffen <br />
