Letter to Judge Schurer <br />January 12, 2007 <br />Page 2 of 2 <br /> <br /> <br /> <br />At the meeting of May 22, 2006, the Commission received, from the City Attorney, proposed <br />ordinance language amending Chapter 8 of the City’s Charter as it relates to special assessments, <br />clarified so it protects the City’s residents – not the developers. The Commission voted to send it <br />on to the Council. The Council held a public hearing and adopted the ordinance unanimously, <br />which amended the City’s Charter effective October 2006. <br /> <br />The Charter Commission met on December 5, 2006, and received language to review for a <br />proposed ordinance to amend the form of government for the City of Ramsey to implement a <br />Council-Manager plan. The Commission recommended the language be brought to Council with <br />an effective date of January 1, 2008, since the City is in the process of hiring a new City <br />Administrator/Manager. The City Council conducted a public hearing on the ordinance and <br />voted 6 to 1 in favor of the amendment. Without a unanimous vote, the ordinance did not pass as <br />it was recommended; however, it is being brought back to the Charter Commission with a <br />different effective date – that being January 1, 2011. Council unanimously voted on that date. <br />That language will be brought to the Charter Commission in January 2007. That evening the <br />Commission again discussed the procedure for filling Council vacancies. They tabled action on <br />the subject and asked that the City Attorney bring some language to a subsequent meeting for <br />their review. <br /> <br />The Charter Commission currently has vacancies on its board. Tim Vogt, Chair, has recently <br />moved to a neighboring city, therefore, will be ineligible for reappointment.
