CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, October 5, 2004, <br />at the Ramsey Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember A1 Pearson <br />Councilmember Sarah Strommen <br />Councilmember Gerald Zimmerman <br /> <br />Members Absent: <br /> <br />Councilmember Patti Kurak <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Director of Public Works/Fire Chief Dean Kapler <br />Assistant Director of Public Works Brian Olson <br />Assistant Community Development Director Patrick Trudgeon <br />John Feges of RTC <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the City Council Work Session to order at 6:07 p.m. <br /> <br />APPROVE AGENDA <br /> <br />City Administrator Norman indicated there is no need for a special meeting tonight to take action <br />on the RTC Development Agreement Amendment and the RTC Park & Trail Agreement, as an <br />agreement has not been met. He indicated he will give the Council an update on the situation <br />during this worksession. <br /> <br />COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) RTC Development Agreement Amendment and RTC Park & Trail Agreement <br /> <br />City Administrator Norman presented the Council with an update of the RTC Development <br />Agreement Amendment and the RTC Park and Trail Agreement. He explained the Park and <br />Trail Agreement is close to being resolved. He explained there were a couple of sessions held <br />yesterday with large groups, including bankers to discuss the RTC Development Agreement <br />Amendment. There is an additional banker involved as a gap financing group, there were <br />attorneys present, and Shingobee was also present. An agreement was not reached.
