Case #6:

Request for Approval of the Development Permit Relating to the Final Site
Plan for the Development of Lot 1, Block 1, Ramsey Town Center 3
Addition; Case of Ramdance, LLC

Request tabled; acted on under Case No. 5.

Case #7:

Adopt Ordinance to Vacate Easement in Ramsey Town Center Addition;
Case of Ramsey Town Center LLC

Ordinance tabled; acted on under Case No. 5.

Case #8:

Introduce Ordinance Amending the Business Registration Ordinance Case of
City of Ramsey

Police Chief Way explained in 2003 the City Council established an ordinance requiring every
business in the City of Ramsey to obtain a Business Registration Certificate (BRC) in order to
operate in the City. Staff successfully issued approximately 322 Certificates for the year 2004
with little complication or opposition. The intent of amending the current ordinance is to make
the purpose section clearer, add a definitions section, and generally clean up the ordinance.

Motion by Councilmember Cook, seconded by Councilmember Pearson, to introduce an
ordinance amending the Business Registration Ordinance.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Kurak,
Strommen, and Zimmerman. Voting No: None. Absent: Councilmember Elvig.

Case #9:

Request for Interim Use Permit to Allow for Outdoor Storage in the E-2
Employment District; Case of Bruce Volk

Assistant Community Development Director Trudgeon explained Bruce Volk of B & A Cylinder
has submitted an application for an Interim Use Permit to allow for outdoor storage of
Recreational Vehicles (RV) as a secondary principal use on the property located at 14165
Ramsey Boulevard. Mr. Volk's property is approximately 4.5 acres in size and is zoned E-2
Employment. Mr. Volk is operating a manufacturing facility as the principal use on the subject
property. The applicant received an interim use permit on November 25, 2003 to store RV's on
the property as a secondary principal use until August 1, 2004. The interim use permit has
expired and therefore Mr. Volk submitted an interim use permit application requesting to store
RV's on the subject property from November 1, 2004 through August 1, 2005. The Planning
Commission held a public hearing and recommended approval of the interim use permit request
effective November 1, 2004 and expiring August 1, 2005. Staff and the Planning Commission
thought this would be appropriate for one more year. The likelihood will not be as great after
Town Center continues to develop.

C ouncihnen~ber S trommen inquired about the interim use permit expiring on August

City Council/October 26, 2004
