Staff will report back <br />when they hear from the county. <br /> <br />Mayor Gamec indicated he has been contacted by several people about problems with the <br />blockade on Alpine Boulevard and 153rd Avenue. There is no stop sign on the barricade and <br />people on Alpine Drive expect drivers to stop at the barricade. He suggested a temporary stop <br />sign be placed on the county road next to the barricade. Assistant Public Works Director Olson <br />indicated staff will look into this tomorrow morning and discuss the issue with the Public Works <br />Committee on Tuesday. <br /> <br />The consensus of the Council was to direct staff to install a temporary stop sign at the barricade <br /> Alpine Boulevard and 153.`0 Avenue. <br /> <br />Assistant Public Works Director Olson indicated staff will discuss this with the county to be sure <br />they are in agreement with the stop sign. <br /> <br />Case #3: <br /> <br />Request for an Amended Conditional Use Permit to Eliminate the Owner- <br />Occupancy Requirement for an Accessory Apartment; Case of Kevin Block, <br />Barbara Lee and Gary Sandberg <br /> <br />Associate Planner Geisler explained that in 1994, a former owner of 15823 Nowthen Boulevard <br />applied for and received a conditional use permit to allow an accessory apartment in the R-1 <br />Residential District. The approved CUP allows the property owner to rent out the second <br />dwelling unit on the property, so long as the property owner maintains residence in one of the <br />units. Since 1994, the property was sold to the present owners, who now wish to sell it to a <br />prospective buyer, who wishes to rent out both units. To accomplish this, the original CUP must <br />be amended to delete the owner-occupancy requirement. She explained the original Conditional <br />Use Pemfit process began in 1993 after a building inspection revealed there were two dwelling <br />milts in use on the Subject Property. The owner at that time was notified that she needed a CLIP <br />in order to operate an accessory apartment in the R-1 Residential District. A CLIP was issued by <br />the City Council in 1994, with the condition that the property owner maintains residence in the <br />main dwelling unit. Since that time, the R-1 Residential District was amended to eliminate <br />accessory apartments as a conditional use; therefore, the accessory apartment on the Subject <br />Property is now considered lawful non-conforming. Presently, both the main unit and the <br />accessory unit are owner-occupied. The current owners wish to sell the home to a buyer who <br />plans to rent out both units. The Subject Property is approximately 3.5 acres. <br /> <br />Associate Planner Geisler explained since 1994, the City has made significant updates to the <br />Rental Licensing requirements in City Code. The City now requires a Rental License for all <br />rental prope,'ties in the City, which must be renewed every two years. The intent of the new <br />Rental Licensing requirement is to ensure that all rental housing in the City meets basic quality <br />standards. A major component of the licensing requirement is an inspection, which is conducted <br />by the Building Department. She indicated at the public hearing, the Planning Commission <br />heard fi'om several residents who raised concerns about the request to amend the CLIP.
