EDA MEETING OF NOVEMBER 20, 2000

The meeting was called to order by Hal at 5:40 PM.

Members present: Ken Paulson, Dick Silbemick, Hal Lofgreen, Pat Larson and Martin
Dietrich.

Members absent: Jack Trovall and Ralph du'Monceaux

Also present: Dave Graning.

The minutes of the October 23, 2000 meeting were approved as submitted.

Business Retention & Expansion Program visits were discussed. November visits include
Sherburne County Citizen, Becker Fireplace and Natrogas. Martin and Dick will
participate for sure and Hal will try to attend as well.

The Monticello Home and Landscape Show was discussed. It was decided that it may not
be an appropriate function of the EDA, but if another city department wanted to attend, it
would be fine.

Motion by Dick to not have the EDA participate in the Monticello Home and
Landscape Show, sec. by Martin and carried unanimously.

Discussion was held on the updated EDA Guidelines. One change to the wording was
suggested. In the first paragraph, the word will is changed to may.

Motion by Ken to recommend approval of the updated EDA Guidelines, with the one
change as noted, sec. by Dick and carried unanimously.

Changes to the Industrial Park Covenants were discussed. It was explained that due to re-
platting of the Becker Furnittire World property, new boundary lines were established.
This change in the boundary lines created the opportunity to make other terminology
corrections. Bob Walter, the City Attorney made the necessary changes and submitted the
corrected version of the Covenants for review and approval.

Motion by Martin to recommend approval of the revised Industrial Park Covenants,
sec. by Pat and carried unanimously.

Discussion was held on the Business Subsidy Policy. Revisions to the Business Subsidy
Law was made by the Minnesota Legislature in the 2000 Legislative Session and all
communities that have Business Subsidy Policies in place need to update them to include
the new changes. Dave explained that the State was going to send the new changes out
for incorporation into our policy, but he has not received them at this time.
No action was taken.
